Shumway, Bawden and Deemer. Voting No: None. Absent: Commissioner Terry. <br /> <br />Case #3: Request For Sketch Plan Review Of Gordon's Gardens 2nd <br /> Addition; Case Of Mr. Harley A. Gordon: <br /> <br />Mr. Banwart reported that per Council direction, City Staff is continuing to seek negotiated <br />purchase of necessary lands for the extension of 180th Avenue. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Shumway to table <br />sketch plan review of Gordon's Gardens 2nd Addition pending results of the negotiated <br />purchase of lands adjoining the proposed subdivision. <br /> <br />Motion carded. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, <br />Shumway, Bawden and Deemer. Voting No: None. Absent: Commissioner Terry. <br /> <br />Case #4: Request For Preliminary Plat Approval For Alicia Addition: <br /> Case of Mr. Thomas Opsahi: <br /> <br />Mr. Banwart stated that Mr. Opsahl is requesting preliminary plat approval of Alicia <br />Addition which is proposed to be located southeast of Countryside Estates. The plat <br />consists of 39.8 acres proposed to be developed with 14 single family rural residential lots. <br /> <br />The Commission reviewed the proposed plat and determined that it would be appropriate to <br />extend the streets to the perimeters of the property. <br /> <br />Steve Gerister was present representing Mr. Opsahl and stated that the developer is meeting <br />ordinance by providing easements for the extension of streets to property perimeters. Mr. <br />Gerister also stated that with 4 in 40 zoning soon to be a reality, it is unlikely adjacent <br />properties will be developing. Improved streets to the property perimeters would also be <br />costly for the City to maintain. <br /> <br />The Commission replied that the additional maintenance costs would be minimal and <br />development of the streets to property perimeters will eliminate any future confusion <br />regarding the City's intent for development of through streets between subdivisions. <br /> <br />The Commission reviewed the City Engineerts report dated July 5, 1989. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Deemer to <br />recommend that streets in the proposed Alicia Addition be developed to the property <br />perimeters. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, <br />Shumway, Bawden and Deemer. Voting No: None. Absent: Commissioner Terry. <br /> <br />Mr. Thomas Opsahl stated that he is opposed to developing the streets in Alicia Addition to <br />the south and east property boundaries as he believes he has met the City's requirements by <br />providing easements for the future extension of those streets. <br /> <br />Chairman Zimmerman noted that if the streets are not fully developed at this time, the future <br />developers of adjacent properties will not want to accept the cost of completing the streets <br />in Alicia Addition in order to access their respective developments. <br /> <br />Planning & Zoning Commission/July 10, 1989 <br /> Page 5 of 7 <br /> <br /> <br />
