The Commission consensus was that certificates of surveys should be required for <br />additions in the MUSA area. The Zoning Official should be given the authority to waive <br />the requirement for a certificate of survey. <br /> <br />B. Allowing Only One Street Access To Each Land Parcel - <br /> <br />Mr. Banwart explained that with recodification in 1986, for whatever reason, the <br />requirement for one street access per parcel was dropped. <br /> <br />Chairman Zimmerman noted that there may be larger parcels that require more than one <br />access. It may be reasonable to limit platted and metes and bounds parcels less than 3 acres <br />in size to one street access. Chairman Zimmerman inquired if there was a real concern with <br />dual accesses on City streets; possibly the City should only be concerned with limiting <br />accesses on State, County and MSA roads. <br /> <br />The consensus of the Commission was to table this case and direct Mr. Banwart to place it <br />on a future agenda for further discussion. <br /> <br />Case g9: Street Lights As Subdivision Requirement: <br /> <br />The Commission reviewed the proposed street light ordinance. It was agreed that all new <br />subdivisions in the MUSA area should be required to install street lights at intervals, <br />interior intersections and major intersections at the expense of the developer. The <br />Commission disagreed with requiring street lights at all interior intersections in new <br />subdivisions in the rural area. It was agreed that in the rural area, developers of new plats <br />should be required to install street lights at intersections with County, State and collector <br />streets. <br /> <br />The Commission proceeded to discuss financial responsibility for utility bills and <br />maintenance for street lights. It was determined that property owners in the MUSA area <br />benefitting from interval and interior intersection street lights should be responsible for the <br />utility bills and maintenance of same. Utility bills and maintenance for street lights at major <br />intersections in both the rural and MUSA area should be the responsibility of the City. <br /> <br />The Commission requested that the Police Chief prioritize that list of intersections <br />throughout the City recommended for street lighting. <br /> <br />The Commission directed Mr. Banwart to place discussion of street lights on a future <br />Planning and Zoning Commission agenda for further discussion. <br /> <br />Case #10: <br /> <br />Review Resolution Approving Policy Governing Appointments <br />To Boards And Commissions In The City Of Ramsey: <br /> <br />The Commission proceeded to review the proposed resolution. Commissioner Hendriksen <br />noted that it has been beneficial to have Roy Shumway serving on both the Planning <br />Commission and the Park Commission. It was also noted that it appears that there is not a <br />sufficient amount of citizens responding to commission vacancies to rule out dual <br />membership. With respect dual membership allowing individuals to have an excess <br />amount of influence, it was noted that commissions are only advisory; City Council makes <br />the final decisions. <br /> <br />Planning and Zoning Commission/September 19, 1989 <br /> Page 4 of 7 <br /> <br /> <br />
