Motion by Commissioner Hendriksen and seconded by Commissioner LaDue to <br />recommend that City Council deny the proposed resolution governing appointments to <br />Boards and Commissions and continue the practice of appointing the most qualified person <br />from the available applicants. <br /> <br />Further Discussion: Commissoner LaDue noted that except for Item #2, the resolution is a <br />statement of the City's current policy with respect to appointments. Commissioner <br />Bawden stated that the proposed resolution would obligate Council to avoid dual <br />membership even in a case of a commissioner transferring from one commission to another <br />with a temporary overlap of commission service due to term expiration dates. <br />Commissioner Hendfiksen noted that commissioners are asked to deal with sensitive issues <br />using professional control and the resolution implies that the same professional attitude is <br />not possible when serving on two commissions; if an individual has an intent to exercise an <br />unfair advantage, it can be done as well on one commission as two. Commissioner <br />Hendriksen also noted that the resolution uses the word 'avoid' and it sets a priority in <br />reviewing applicants; it also calls for 'adequate' qualifications which means minimum, not <br />best qualified. <br /> <br />The Commission recessed at 9:20 p.m. <br /> <br />Chairman Zimmerman called the meeting back to order at 9:40 p.m. <br /> <br />Commissioners Hendriksen and LaDue repeated the motion to recommend that City <br />Council deny the proposed resolution governing appointments to boards and commission. <br /> <br />Motion carded. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Hendriksen, <br />Bawden, Shumway and Deemer. Voting No: None. Absent: Commissioner Terry. <br /> <br />Case #11: Review Ordinance Which Establishes The Planning And <br /> Zoning Commission And The Park And Recreation <br /> Commission: <br /> <br />Mr. Banwart noted that unlike the ordinance that establishes a Park and Recreation <br />Commission, the ordinance for the Planning and Zoning Commission is lacking in <br />description of scope, objectives, dutires, responsibilities, composition, etc. Mr. Banwart <br />did state that an ordinance amendment has been drafted addressing absences from <br />meetings. <br /> <br />Mr. Banwart stated that another concern that was mentioned is compensation. For the <br />Commission's information, the consensus of City Council is that the compensation that is <br />provided is intended to unwrite reimbursements and service is considered voluntary. <br /> <br />Commissioner Shumway inquired as to why the compensation is being taxed if it is <br />reimbursement. <br /> <br />Chairman Zimmerman requested that review of the ordinance establishing a Planning and <br />Zoning Commission be tabled and that Mr. Banwart provide the Commission with <br />information regarding how the City Charter and other communities address Planning and <br />Zoning Commission establishment. <br /> <br />Planning and Zoning Commission/September 19, 1989 <br /> Page 5 of 7 <br /> <br /> <br />
