Absent: Commissioner Terry.

Case #12: Review Of Cul-De-Sac Length And Street Width Standards Of
Subdivision Ordinances:

Mr. Banwart stated that per the Planning Commission's direction to review cul-de-sac
lengths and per the City Council's direction to review street right-of-way width
requirements, the City Staff is recommending that the current 600 foot maximum cul-de-sac
length remain unchanged; minor streets in urban subdivisions be reduced from 66 to 60
feet; that 66 foot street width standard for minor streets in urban, residential areas which
will require greater than 31 foot street widths remain at the 66 foot width; that arterial road
right-of-way widths remain at 80 feet.

Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to
recommend no change in the current six hundred foot (600') foot maximum length for cul-
de-sac streets.

Motion carded. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Hendriksen,
Bawden, Shumway and Deemer. Voting No: None. Absent: Commissioner Terry.

Motion by Commissioner LaDue and seconded by Commissioner Shumway to recommend
not changing minor street widths from sixty-six feet (66') down to sixty feet (60') and
retaining sixty-six (66') wide fight-of-ways for minor streets in urban subdivisions which
will require a street width greater than thirty-one feet (31').

Motion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Hendriksen,
Bawden, Shumway and Deemer. Voting No: None. Absent: Commissioner Terry.

Case #13: Draft Guidelines For Lower Rum River Water Management
Organization:

The Commission briefly reviewed the proposal for guidelines for the Lower Rum River
Water Management Organization (LRRWMO). The Commission consensus was that it
appears that the LRRWMO is a duplication of effort with respect to critical fiver and scenic
river ordinances and watershed districts and that they did not have enough information on
which to base any action.

Motion by Commissioner Hendriksen and seconded by Chairman Zimmerman to schedule
a special meeting of the Planning and Zoning Commission and the City Engineer for a
comprehensive review of water management issues (drainage, LRRWMO, Scenic River
Ordiannce, Critical River Ordinance, watershed districts, etc.). Further, that City Council
should be notified of said meeting.

Motion carded. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Hendriksen,
Bawden, Shumway and Deemer. Voting No: None. Absent: Commissioner Terry.

Planning and Zoning Commission/September 19, 1989
Page 6 of 7
