Renaming; Case Of Haakon
James:

Mr. Banwart recalled that on December 12, 1989, City Council adopted an ordinance to
change the name of 138th Avenue and Riverdale Road to Front Street in order to eliminate
confusion. Since then, lVlr. Haakon Jarnes has indicated some concerns with respect to
monetary loss due to the street name change from Riverdale to Front Street. City Staff
does not feel that there is a monetary loss due to the street name change.

Mr. Haakon James stated that at the time Alpaca Estates was platted, a lot of thought went
into selecting the name 'Riverdale Road'. Mr. James stated that he doubted any of the
shopping 'dales' would agree that there is no commercial value to the term 'dale' and it is
definitely more attractive than Front Street.

Motion by Councilmember Peterson and seconded by Councilmember Cich to schedule a
public hearing to consider changing the name of the entirety of Front Street to Riverdale
Road and that public hearing notices be mailed to all affected property owners.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich
and Peterson. Voting No: None.

Case 4t5: Consider Request Of Anoka County To Waive Special
Assessments On Tax Forfeit Property Identified As Lot 4,
Block 5, Rodeo Hills Estates:

Mr. Banwart recalled that at the last Council meeting, Council requested additional
information regarding the distribution of proceeds and the selling price on tax forfeit parcel
Lot 5, Block 5, Rodeo Hills Estates. The County Land Commissioner has indicated the
following order of distribution of proceeds, pursuant to State statute: a) The average
selling cost is 8%; b) The special assessment to the City of Ramsey in the amount of
$1500, assuming the City waives it to $1500; c) 20% to the Anoka County Parks; d) The
remaining amount distributed as 40% County, 20% City and 40% School District. Mr.
Banwart noted that the County requested that the special assessment be reduced to $1,000,
but City Staff is recommending $1500; City Staff is also recommending a selling price of
not less than $4000.

City Council/February 26, 1990
