Case #6: Policy On Street Restoration: <br /> <br />Mr. Raatikka presented City Council with alternates that indicate four levels of street <br />restoration for Council consideration as policy for street improvement projects. Council <br />proceeded to discuss the four levels of street restoration described. <br /> <br />Motion by Mayor Reimann and seconded by Councilmember DeLuca directing that at a <br />minimum, all street improvement projects will include Alternate I level of restoration; cost <br />estimates for Alternate II, HI and IV levels of restoration will be included in the feasibility <br />study and the residents of a project area will be given the opportunity to amend their project <br />to include the level of restoration of their choice on a project-wide basis. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case g7: Safety Signing Policy: <br /> <br />Mr. Raatikka stated that per Councilmember Cich's request, he discussed the safety signing <br />issue with Public Works Superintendent Merle Mevissen and that department is following <br />the recommendations included in a letter from Joel Katz, Mn/DOT District Traffic Engineer, <br />dated January 12, 1987. Mr. Raatikka stated that Mr. Katz also has indicated to him that <br />safety signing is a City Council decision but if overused, those signs lose their <br />effectiveness and give residents and children a false sense of security. <br /> <br />Councilmember Cich stated that in the vicinity of 167th and Zirconium Street and Yttrium <br />Street, there has been an inordinate increase in the amount of bicycle and pedestrian traffic <br />and he has received numerous requests for "Watch for Pedestrian" signing because there <br />are no pedestrian lanes in this particular area. <br /> <br />Police Chief Auspos stated that in his opinion, safety signing is only effective on those <br />persons who care; foolish drivers do not pay attention to safety signing. Chief Auspos also <br />stated that if people perceive safety signing as adding to the comfort of the neighborhood, <br />then they should have their signs. <br /> <br />Public Works Superintendent stated that at one time, there were over 100 safety signs in <br />Ramsey and the State ordered them removed because they are not standard and affected the <br />City's eligibility for grants. <br /> <br />Douglas Fountain - 15255 Garnet Street N.W. - Stated that there are a couple of areas <br />where additional signing indicating sharp tums should be installed, one of which is at <br />154th Lane and Xenia. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Pearson directing the <br />Public Works Department to install 'Watch for Pedestrian' sign on Zirconium Street <br />between 167th Avenue and 169th. <br /> <br />Motion carded.
