Motion by Councilmember DeLuca and seconded by Councilmember Cich to direct the <br />Road and Bridge Committee to review the City for additional areas, especially those that are <br />heavily populated, for needed safety signing. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #8: Review Of Snowplowing And Sanding Policies And <br /> Procedures: <br /> <br />Mr. Hartley indicated that the Personnel Committee is requesting that City Council review <br />the snowplowing and sanding policies for sufficiency. <br /> <br />Mr. Mevissen stated that the department policy when there is a snowfall is to open all roads <br />and then go back later and push the drifts back. <br /> <br />Mayor Reimann stated that for the amount of manpower and equipment, he feels the Public <br />Works Department is doing an excellent job of plowing and sanding. <br /> <br />Upon inquiry, Mr. Mevissen indicated that if there is a heavy snowfall, the main roads will <br />be plowed before it stops snowing, but normally the procedure is to delay plowing until it <br />quits snowing. The determination of when to start plowing is made based on weather <br />forecasts and recommendations of the Police Department. <br /> <br />Councilmember Cich insisted that the Public Works Department plows roads edge to edge <br />on the first pass rather than making a single pass on all roads right away and returning later <br />to complete the plowing process. <br /> <br />Mr. Mevissen stated that a pass into a neighborhood and a pass out sometimes is enough to <br />clear a road from pavement edge to pavement edge; later the crews return to the areas to <br />push the snow into ditches and boulevards. <br /> <br />Case g9: Review Sign Ordinance And It's Enforcement: <br /> <br />Mr. Hartley proposed that City Staff review and amend the City's sign ordinance as <br />necessary and bring it back for Council consideration and direction with respect to the <br />method and level of enforcement. <br /> <br />Councilmember DeLuca stated that the Planning and Zoning Commission and the <br />Economic Development Commission should have the opportunity to provide input to sign <br />ordinance amendments and the level of enforcement to be utilized. <br /> <br />Councilmember Pearson stated that he would be interested in seeing what the surrounding <br />communities have for sign ordinances. <br /> <br />Mr. Banwart suggested that the Economic Development and Planning and Zoning <br />Commissions conduct informational meetings in which the business community will have <br />an opportunity for input to the sign ordinance amendments. <br /> <br />City Council/May 8, 1990 <br />Page 11 of 17 <br /> <br /> <br />
