Dorothy Stadfelt - Inquired as to how River's Bend and Flintwood are handling their <br />drainage needs. <br /> <br />Mr. Raatikka replied that the drainage flows through a series of ponds within the <br />developments to the River's Bend Park. <br /> <br />Jean Schlueter - Noted that the original engineering plan was to exit the drainage from <br />Juniper Woods underground through Rum Acres Estates to the Rum River; now it is <br />proposed to handle the drainage above ground in the Rum Acres area. <br /> <br />Mr. Raatikka reiterated that the Rum Acres ponding area is a city-owned easement. <br /> <br />Mayor Reimann inquired as to the reason for the change in the drainage plans. <br /> <br />Mr. Raatikka stated that new regulations prohibit discharging directly in to the river without <br />sedimentation basins. <br /> <br />Dorothy Stadfelt - Noted that the new regulations under the Lower Rum River Water <br />Management Organization are draft and have not yet been adopted. <br /> <br />Mr. Raatikka stated that there is one discharge into the river already and staff felt it better to <br />address the situation now rather than allow more discharges. Mr. Raatikka stated that if it <br />is in the best interest of the environment, changes can be made to an already approved <br />project. <br /> <br />Dorothy Stadfelt - Inquired as to what assurances the residents of Rum Acres have that the <br />drainage can be handled by the pond in Juniper Woods. <br /> <br />Mr. Hartley noted that the modification to the storm drainage plan was an attempt to <br />address the concerns previously raised by the residents of Rum Acres Estates. <br /> <br />Dorothy Stadfelt - Stated that she wants Lot 1 restored to the way it was and if the City was <br />going to address the concerns of the residents of Rum Acres, why weren't the residents <br />invited to participate in the discussion. <br /> <br />Sue Damyanovich - 15130 Juniper Ridge Drive - Stated that she met with the City Engineer <br />and certain councilmembers on May 21 and the new drainage proposal was explained to <br />her. Sue stated that it seems senseless to let the water drain to Lot 1 and then pipe it back to <br />the pond in Juniper Woods. Sue stated that the topsoil, seed and trees on Lot 1 should be <br />replaced and there would be no drainage problems as the pond on Lot 1 had been serving <br />it's purpose beautifully; it was a mistake to dig it out. <br /> <br />Jean Schlueter - Stated that the original plan was for the lot in Rum Acres to accept the <br />excess drainage from the pond in Juniper Woods and she can't understand why the City <br />wants to fill in that natural drainage lot in Rum Acres and pump the drainage back to the <br />pond in Juniper Woods. Jean stated that the residents don't want underground pipe <br />installed on Lot 1; nature was taking care of the drainage and it still is; there is no water <br />ponding in Juniper Woods. <br /> <br />City Council/May 22, 1990 <br />Page 10 of 27 <br /> <br /> <br />
