Mr. Raatikka referred to complaints that construction vehicles are using area residential <br />streets to access Juniper Woods and indicated that the contractor has notified his suppliers <br />to stay off of residential streets. A designated haul route sign has also been posted on <br />Waco Street. <br /> <br />Mayor Reimann instructed Mr. Raatikka to check to make sure that all required designated <br />haul route signs are posted. <br /> <br />Dorothy Stadfelt - Stated that the residents agreed to no street barricades between the <br />developments to prevent truck traffic through adjacent neighborhoods but the haul route <br />signs have not been posted and the temporary Ute Street was not constructed; the area <br />residents have been violated again. <br /> <br />Mr. Raatikka stated that Ute and Tonto Streets were graded; the development agreement <br />indicates that no building permits will be issued until those sweets are paved. <br /> <br />Jean Schlueter - Requested that the City give serious consideration to what is being <br />proposed and consider putting Lot 1 back into grass and trees; nature was taking care of the <br />drainage so well without any pipe or trench. The City should not put Lot 1 up to grade <br />level and let it do what it did before and let Juniper Woods take care of their problems on <br />their own property. <br /> <br />Bruce Schlueter - 15011 Juniper Ridge Drive - Stated that Council should give <br />consideration to how the lots in Rum Acres Estates were marketed. The people were told <br />that Lot 1 was an open lot and necessary for drainage in the area and that it would not be <br />disrupted until sewer and water had to come into the area. The people were promised an <br />open lot for park area that never occurred. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Pearson to deny the <br />request for a change order to amend the drainage pattern for Juniper Woods by installing <br />underground pipes to redirect the drainage from Lot 1, Block 5, Rum Acres Estates to the <br />drainage easement area in Juniper Woods. Further, that Lot 1, Block 5 Rum Acres Estates <br />be restored as close as possible to the natural state in which it was found prior to <br />development of Juniper Woods. <br /> <br />Further Discussion: Councilmember Pearson inquired if same material that was removed <br />from Lot 1 can be placed back on the lot and Mr. Raatikka replied that it is possible. <br />Councilmember DeLuca inquired if the City will be liable if the pond area does not function <br />after it is returned to it's natural state. Mr. Goodrich replied that the City would be liable. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson and <br />Peterson. Voting No: None. Absent: Councilmember Cich. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to adopt <br />Resolution #90-05-152a approving Change Order #1 in the amount of $31,506 to amend <br />the contract with Annandale Construction to include Juniper Woods Phase II sanitary <br />sewer, watermain and storm sewer. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson and <br />Peterson. Voting No: None.
