City Council received the petition. <br /> <br />Dorothy Stadfelt - Stated that it is difficult to have your neighborhood violated from one <br />day to the next; one neighborhood is being violated to develop another. Dorothy referred to <br />Item 1 of Mr. Raatikka's status report and not that the drainage was to go through Rum <br />Acres Estates but not onto the individual properties. Item n refers to 100 year storm <br />capacity but she can find no evidence that the 100 year storm test was conducted. Item n <br />also stated that changes were made to the drainage pattern to comply with the proposed <br />standards of the Lower Rum River Water Management Organization and Dorothy inquired <br />as to when those standards were adopted because all she has been able to find is a draft <br />dated 2/9/90. Dorothy stated that without the 100 year storm study in place, she would <br />have found it difficult to execute construction of the retention basin on Lot 1, Block 5, Rum <br />Acres Estates. Dorothy noted that development of Flintwood Hills PUD and River's Bend, <br />also under the jurisdiction of Metro Council, did not violate someone else's territory. <br />Dorothy stated that she is concerned that a major decision like constructing Lot 1, Block 5, <br />Rum Acres Estates as a retention basin could have been made without notifying the <br />residents of Rum Acres Estates. Dorothy stated that the final plat map for Juniper Woods <br />that was shown to the residents of Rum Acres on August 29, 1989 did not show a drainage <br />pond in Juniper Woods. <br /> <br />Mr. Raatikka explained that the plan is to direct the drainage to the north to a ponding area <br />in Juniper Woods and the existing ponding area in Rum Acres (Lot 1, Block 5) would be <br />filled in and vacated. <br /> <br />Dorothy Stadfelt - Stated that it appears the drainage pond in Juniper Woods is uphill from <br />the pond in Rum Acres Estates. <br /> <br />Mr. Raatikka stated that the elevations indicate that the pond in Juniper Woods is several <br />feet below the pond in Rum Acres; the redirection of drainage would be accomplished <br />using underground pipes with a gradient. <br /> <br />Jean Schlueter - 15011 Juniper Ridge Drive - Inquired if she is correct in understanding <br />that the plan is to raise the elevation of LOt 1, Block 5 to road level and not to return it to <br />it's natural state the way the residents of Rum Acres are accustomed to having it for the last <br />15-20 years. <br /> <br />Mr. Raatikka stated that a strip of property along the northern edge of Lot 1, Block 5 would <br />be retained as drainage easement. <br /> <br />Dorothy Stadfelt - Inquired as to how the City can take this action without consulting the <br />residents of the neighborhood. <br /> <br />Mr. Raatikka noted that the property is an easement owned by the City. <br /> <br />Dorothy Stadfelt - Inquired as to how a developer can include a piece of property from an <br />already developed unsewered area in his sewered development area. <br /> <br />Mr. Raatikka replied that the lot would not be included in the Juniper Woods development; <br />it is a lot of record within Rum Acres Estates. <br /> <br />Jean Schlueter - Noted that the lot is being used in the drainage system for Juniper Woods. <br /> <br />City Council/May 22, 1990 <br />Page 9 of 27 <br /> <br /> <br />
