Absent: Councilmember Cich. <br /> <br />SWEARING IN CEREMONY <br /> <br />City Attorney Goodrich administered the oath to Officer Sheldon Erdman. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: Report On Status Of Juniper Woods Addition Development <br /> And Construction: <br /> <br />Mr. Raatikka stated that he has compiled a report regarding the status of development of <br />Juniper Woods. Since preparation of that report, he has also received a letter from the <br />developer, BLH Development Company dated May 21, 1990. Mr. Raatikka proceeded to <br />read the letter aloud (see Attachment A to these minutes). In summary, the letter from BLH <br />Development Company requested an amendment to the contract with Annandale <br />Construction to include sanitary sewer, watermain and storm sewer for Phase II of Juniper <br />Woods. The letter also provided an update on the relationship between the project and the <br />neighbors as it relates to the continued harassment to the Juniper Woods development. <br /> <br />Mr. Raatikka referred to the retention pond on Lot 1, Block 5, Rum Acre Estates and noted <br />that it is not percolating as anticipated. Mr. Raatikka stated that he and the developer of <br />Juniper Woods are proposing to redirect the drainage from Lot 1, Block 5, Rum Acre <br />Estates to the Juniper Woods drainage easement area. Along with redirecting the drainage, <br />the developer is requesting that the drainage easement on Lot 1, Block 5, Rum Acre Estates <br />be released and that he be permitted to fill the lot for future development. <br /> <br />Mr. Raatikka stated that change orders will be required to amend the contract with <br />Annandale Construction to include sanitary sewer, watermain and storm sewer for Phase II <br />and to amend the drainage plan. <br /> <br />Dorothy Stadfelt - 15111 Juniper Ridge Drive - Stated that she feels badly that the Juniper <br />Woods development is being harassed by the constant removal of survey stakes but she has <br />a friend in the same type of business and he has indicated that harassment or not, he would <br />never proceed without verifying the stakes daily. Dorothy stated that the residents of Rum <br />Acres have also been harassed; a lot that was a normal drainage pond has been damaged; <br />the drainage area used to be a natural area maintained by the residents and used as park <br />area. Dorothy noted that the lot was designated as park but never happened. Dorothy <br />stated that the topsoil has been removed from the lot and now it is a mudhole. Dorothy <br />inquired as to who will pay for an alternate drainage area for Rum Acres Estates if Lot 1, <br />Block 5 is allowed to be filled and built upon. Dorothy stated that as a solution to the <br />drainage needs, she can see no reason why the drainage can't be piped out of the area the <br />same way sewer and water are being brought into the area. Dorothy presented photos <br />indicating the present condition of Lot 1, Block 5, Rum Acre Estates. Dorothy noted that <br />the residents of Rum Acres are also having problems with trucks; the residents were <br />assured that construction vehicles would not travel through Rum Acres. Dorothy then <br />presented City Council with a petition (see Attachment B) signed by residents of Rum <br />Acres indicating certain conditions that have not been complied with relating to the final plat <br />approval of Juniper Woods. <br /> <br />City Council/May 22, 1990 <br />Page 8 of 27 <br /> <br /> <br />
