Case #10: <br /> <br />Joint Powers Agreement for the Acquisition of Optical Scan Vote Tabulation <br />Equipment. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Peterson to direct City Staff <br />to enter into negotiations with Anoka County for a lease or purchase agreement for Optical Scan <br />Vote Tabulation Equipment that would minimize the financial impact to the City of Ramsey for the <br />years of 1990 and 1991. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Pearson, Peterson, Cich and <br />DeLuca. Voting No: None. <br /> <br />Case #11: Report on Federal Housing Administration (FHA) Home Loan Funding in Ramsey. <br /> <br />Mr. Hartley indicated that not long ago the City of Ramsey heard that the Department of HUD <br />would not be approving federally insured loans for communities that were not in compliance with <br />Metropolitan Council's Rural Use Policies, specifically, density standards. Upon research, it has <br />been determined that Ramsey would likely receive federally insured loans from FHA and HUD <br />since Ramsey does meet Metropolitan Council's policy regarding density standards. <br /> <br />Councilmember Peterson indicated that it is very important that City Staff follow up on this issue to <br />be sure that Ramsey is treated fairly and that rules are not relaxed for those communities not <br />complying with Metropolitan Council's Rural Use Policies. <br /> <br />Case #12.'. Joint Powers Agreement for Landfill Abatement Activities. <br /> <br />Mr. Hartley stated that there are many programs Ramsey is involved with that qualify for landfill <br />abatement funding and recommended that City Council adopt a resolution to enter into a joint <br />powers agreement with the County for funding of landfill abatement activities. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Peterson to adopt Resolution <br />//90-06-187 Authorizing the Mayor and City Administrator to enter into the joint powers agreement <br />for landfill abatement activities on behalf of the City of Ramsey. <br /> <br />Further Discussion: Mr. Hartley proceeded to review with Council the proposed activities that <br />qualify for landfill abatement reimbursement. Councilmember Cich noted that the proposed landfill <br />abatement activity work plan includes total curbside service to the entire City of Ramsey and stated <br />that he is not satisfied that alternative proposals have been presented to Council. Mr. Hartley noted <br />that Council has been provided with a report from Anoka County explaining their interpretation of <br />the SCORE Bill and just what Ramsey's responsibility is. Mr. Hartley stated that Anoka County <br />has indicated that Ramsey must have curbside recycling and any other programs in addition to that <br />are welcome. Mr. Hartley indicated that the City has been exploring options for providing <br />curbside recycling with input from haulers. Councilmember Cich expressed concern that including <br />a curbside recycling program in the joint powers agreement for reimbursement will obligate the <br />City in some way. Mr. Hartley replied that including a recycling program in the activities for <br />landfill abatement reimbursement does not obligate the City to a detailed description of how that <br />curbside recycling will be offered. Mr. Hartley also noted that state law requires the City to have <br />curbside recycling programs and the County has interpreted that to mean curbside service to every <br />resident in Ramsey. Councilmember Cich stated that it is unreasonable to create that much <br />additional track traffic and consume that much fuel to provide curbside service to every home in a <br />rural area. Mr. Hartley noted that State legislature views the total responsibility for solid waste <br />activities as being under the counties, and the counties are to administer all solid waste plans for the <br />State of Minnesota; most likely the County's interpretation of the SCORE Bill would stand. <br /> <br />City Council / June 26, 1990 <br /> Page 8 of 21 <br /> <br /> <br />
