Sketch Plan Review: Riverbrook Addition <br />October 31, 2003 <br />Page 2 of 3 <br /> Please include the fbllowing irktbrrnation for the new lot with the final plat submittal: general <br /> tocation of house pad, proposed primary, and alternate septic sites, ordinary high water level, <br /> and bluff line. <br /> <br />Access and Streets: You received a variance to subdivision standards (public road access) <br />from the Board of Adjustment on October 2, 2003. A private road easement provides access <br />to the property fi.om Erkium St. NW at 177ch Ave. NW. No public road accesses the proposed <br />plat. <br /> <br />Staff is recommending that language be included in the development ageement for this plat <br />regarding the private road easement across the property, to the north of the plat. Staff is <br />recommending that the applicant bear the cost of the City's acquisition of the easement. <br />tt~ough eminent domain, should the City determine at a future date that such acquisition is <br />necessary. The. applicant would also be responsible ~br the costs of improving the easement to <br />public road standards. <br /> <br />In your variance application, you indicated willingness to sign a hold-harmless a~eement <br />with the City in regards to emergency vehicle access to the property. Staff will also <br />recommend such language be included in the development agreement Ibr the plat. <br /> <br />Grading and Drainage: The sketch plan shows several low land areas throughout the <br />proposed plat. These wetlands must be identified by a certified wetland delineator and <br />verified by the Lower Rum River Water Management Organization. This must be completed <br />prior to the City Council review of the final plat. <br /> <br />No ~ading plan has been prepared for this plat. Individual lots will be responsible to ensure <br />positive drainage fbr any future structures constructed. <br /> <br />Easements: The standard 10-foot drainage and utility easements (5 feet on common property <br />lines) must be provided around the perimeter of all lots. 'Also, delineated wetlands must be <br />encumbered with drainage and utility, easements. <br /> <br />7. Utilities: The proposed plat will be serviced by on-site sewage treatment systems and private <br /> wells. <br /> <br />Soils. Except lbr wetland areas, the soils on the proposed plat consist of the Braham goup, <br />which has moderate limitations for on-site septic systems. Because of the amount of suitable <br />Class f soils, there should be adequate area for an initial and replacement soil absorption <br />system. <br /> <br />Stormwater Management: The City has established a storm water management fee that <br />must be paid pr/or to release of the final plat fbr recording. The current rate is $375 per new <br />lot created, which Will apply to the one new buildable lotl <br /> <br />84 <br /> <br /> <br />
