The applicant can demonstrate that development durina <br />246 and after construction can be accomplished without <br />247 increasing erosion and runoff and that there is proper <br />248 utilization of controls to reduce runoff to non-destructive <br />249 levels. <br />250 iii. The proposed development presents no danger of falling <br />251 rock. mud. uprooted trees or other material to structures. <br />252 recreational facilities, public lands and public waters <br />253 downhill. <br />254 iv.
