The removal of trees. seriously damaged by storms or other <br />282 acts of God. or diseased trees. shall not be prohibited. <br />283 <br />284 (6) Permit applications: required data. <br />285 a. Environmental permits. except where hereinafter noted. shall be <br />286 issued by the council after written findings from the planning <br />287 commission and city staff. A written application for an environmental <br />288 permit must be submitted to the zoning administrator. Such <br />289 applications shall include a site plan with adeauate evidence to show <br />290 that the proposed use will conform to the standards set forth in this <br />291 subdivision. Five sets of clearly legible blue or black -lined copies or <br />292 drawings and reauired information shall be submitted to the zoning <br />293 administrator and shall be accompanied by a receipt from the <br />294 administrator evidencing the payment of all reauired site plan fees. <br />295 No permit or variance shall be issued unless the applicant in support <br />296 of their application shall submit engineering data, surveys, site plans <br />297 and other information as the city may reauire in order to determine <br />298 the effects of such development on the affected lands and water <br />299 areas. Such data, etc. shall be prepared by hydrologists. biologists. <br />300 botanists or other technical persons as reauired by the zoning <br />301 administrator. <br />302 b. Approval may be expressly given in coniunction with other permits <br />303 applied for. but no approval shall be implied from the arant of such <br />304 permits. <br />305 1. The site plans shall be prepared to a scale appropriate to the <br />306 size of the proiect and suitable for the review to be performed <br />307 which shall not be less than one inch eauals 200 feet or more <br />308 than one inch eauals ten feet. <br />309 2.
