Councilmember Cox stated that he indicated to Ms. Skarbakka <br />that he would be in favor of the permit if there were an absolute time period <br />placed on it. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to adopt <br />the findings of fact and approve Ms. Skarbakka's request for a conditional use <br />permit to operate an accounting business from her home contingent upon her <br />entering into a conditional use permit agreement with the City. Further, one <br />of the conditions of the permit agreement will be that the permit shall expire <br />after a b~o year period with no option for renewal. <br /> <br />Further Discussion: Mr. Hartley stated that Council can set a time period for <br />review of the permit but cannot refuse the option for permit renewal. <br />Councilmember Cox stated that under those circtm~stances, he is not that <br />interested in issuing the permit. Councilmember Cox restated his motion as <br />follows: <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to adopt <br />the findings of fact and approve Ms. Skarbakka's request for a conditional use <br />permit to operate an accounting business from her home contingent upon her <br />entering into a oonditional use permit agreement with the City. Further, one <br />of the oonditions of the permit agreement will be that the permit shall be <br />subject to Council review at the end of a two year time period. <br /> <br />Further Discussion: Councilmember Cox stated that if the accounting business <br />continues to exist at the end of that two year time period, Ms. Skarbakka <br />should be encouraged to relocate in a commercial zone. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg and Cox. <br />Voting No: Councilmember Reimann. Absent: Councilmember Schlueter. <br /> <br />Humane_ Society__ Request For ~ssj ~ennce.- <br /> <br />Ms. Natalie Haas was present not as County Commissioner but rather as <br />Chairperson for the Greater Anoka County Ht~nane Society. MS. Haas stated that <br />the Greater Anoka County Humane Society is a private, non-profit organization <br />seeking funds to construct a building on donated land located on Hwy. #242. <br />Ms. Haas stated that under State Statute, cities can levy $.50/person for <br />humane causes. <br /> <br />Bernie Fennell - Executive Director for the Greater Anoka County Humane Society <br />- Stated that the building to be constructed will serve 13,000 animals per year <br /> March 25, 1986 : <br /> <br />Page 4 of 15 <br /> <br /> <br />
