Ms. Norris stated that Staff is recommending that the City obtain first <br />mortgage on three platted river lots within Alpaca Estates Third Addition. <br />Ms. Norris stated that this recommendation is based on Mr. Wirz' assessment of <br />the lots. ~he lots being offered as escrow have not been assessed. <br /> <br />Mr. Hartley pointed out that escrow is a tool to be used only if everything <br />goes wrong. <br /> <br />Mr. Jarnes pointed out that the 3 river lots are the primary parcels in Alpaca <br />~hird Addition. <br /> <br />Councilmember Sorteberg suggested that an extension to final plat approval <br />would give Mr. James more time to work out the escrow issue. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilme~ber Cox to grant a <br />four (4) month extension to the final plat approval of Alpaca Estates ~hird <br />Addi tion. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox and <br />Reimann. Voting No: None. Absent: Councilmember Schlueter. <br /> <br />c~s~_ #9-. Off- Sa]~ Liouor T~c~nse _Consideration-- <br /> <br />Mr. Curtis Chesler was present requesting that the City consider increasing the <br />number of off-sale liquor licenses available in Ramsey. <br /> <br />Mr. Hartley stated that the number of off-sale liquor licenses is limited to <br />two by Ordinance #78-2; those t~o have been issued for quite some time; the <br />number of off-sale liquor licenses available is the perrogative of the local <br />governing body. <br /> <br />Chief Auspos stated that increasing the number of off-sale facilities would not <br />be a problem for the police department; on-sale establishments are more of a <br />problem. <br /> <br />Mr. Chesler stated that he has met with Lyle McLaughlin regarding opening an <br />off-sale liquor store in the new strip shopping center be built on Hwy. #47. <br /> <br />Mr. Hartley stated that if the ordinance is amended to allow one or more <br />additional off-sale liquor licenses, all applications for that additional <br />license(s) must be accepted and considered. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Cox directing <br />City Staff to develop a proposed ordinance amendment increasing the number of <br />off-sale liquor licenses available in Ramsey to three (3). <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, COx and <br />Reimann. Voting NO: None. Absent: Councilmember Schlueter. <br /> <br />Mr. Muller stated that the liquor store business has changed to a marginal <br />business in recent years because of dram shop insurance and the increase to the <br />legal drinking age. <br /> March 25, 1986 <br /> <br />Page 6 of 15 <br /> <br /> <br />
