Mrs. Bruce suggested that the ordinance be amended to state that the n~ber of off-sale liquor licenses available be commensurate with the population. Council recessed at 9:20 p.m. Mayor Heitman called the meeting back to order at 9:35 p.m. ~ ~_ndments..To ~e 1986 ~neral Fund_ Bud?e~: Motion by Councilmenber Cox and seconded by Councilmember Reimann to adopt Resolution 986-53 approving an amendment to the 1986 General Fund Budget to reduce the capital outlay appropriation for the police squad car, to appropriate capital outlay for purchasing a light bar for the new squad car and to appropriate miscellaneous offic supplies and patches for police uniforms. (Please refer to resolution file for Resolution 986-53). Motion carried. Voting Yes: Mayor Heitman, Councilmenbers Sorteberg, Cox and Reimann. Voting No: None. Absent: Councilm~nber Schlueter. For Preliminary- P._U~_D..D~_valonnant Plan?kDnrova] An~ Mr. Rick Foster was present requesting preliminary plan approval and rezoning to P.U.D. for the six acres directly north of the proposed County Road #116. Ms. Norris stated that Staff is recommending that the open space requirement be waived as there will be no residential develounent. DNR has no objection to that waiver. It is recommended that the access to the site from Hwy. #47 be sukmitted to Mn/DOT for review and P&Z recommends an additional turn lane being added. ~he project is in the Scenic Rivers Corridor and subject to impervious surface requirements; DNR will consider a variance to those requirements provided there is an adequate storm drainage plan. Staff feels parking has been adequately addressed. ~he plan is consistent with the City Comprehensive Plan. Motion by Councilmember COx and seconded by Councilmcmber Reimann to approve the preliminary planned unit development plan and rezoning to P.U.D. requested by River's Bend Properties, contingent upon the developer revising access to the site as necessary to meet the standards of the City, County and Mn/DOT; providing a storm water drainage plan to meet the specifications of the City and the DNR; and the DNR approving the variance to the impervious surface coverage requirement. Further, to introduce Ordinance ~86-4 rezoning the site from the existing U.B. zoning to P.U.D. Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, COx and Reimann. Voting No: None.
