Special City Council meeting minutes dated May 14, 1986. <br /> <br />Further Discussion: Mr. Goodrich suggested that the approval of the May 14 <br />minutes be tabled until all three councilmembers present at that meeting are <br />present to participate in approving same. <br /> <br />Councilmember Sorteberg withdrew his motion and Mayor Heitman withdrew his <br />second to approve special Council meeting minutes dated May 14, 1986. <br /> <br />Consensus was that approval of the May 14, 1986 Council minutes will be a <br />separate item for approval on a future Council agenda. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: Request For Conditional Use Permit To Operate Typing And Word <br /> Processing Service From Home; Case Of Ms. Cheryl Villeneuve: <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember $orteberg to <br />adopt Findings of Fact 0137 relating to a request by Ms. Cheryl Villeneuve for <br />a conditional use permit to operate a typing and word processing business from <br />her home. <br /> <br />Further Discussion: Ms. Villeneuve stated she had no problem with the findings <br />of fact and the proposed conditional use permit agreement. Councilmember Cox <br />stated that he is not in favor of businesses locating in residential areas <br />unless it is within a certain time frame to get the business built up; noted <br />that EDC is working with Anoka EDC to set up an incubator facility to assist <br />new businesses in getting started. Mr. Villeneuve stated that the type of <br />business his wife is starting is a type where there would not be enough volume <br />to support an office in a commercial area. Mr. Villeneuve stated that his <br />wife's business should not take away from, but rather add to local businesses <br />that cannot afford a full-time on-the-premises secretary. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox and <br />Reimann. Voting No: None. Absent: Councilmember Schlueter. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to approve <br />the request by Ms. Cheryl Villeneuve for a conditional use permit to operate a <br />typing and word processing business from her home at 6230 177th Lane NW <br />contingent upon the application entering into a conditional use permit <br />agreement with the City. Further, that said conditional use permit agreement <br />be amended as follows: <br /> <br />Amend Item #2: Exterior displays or signs and exterior indication of the <br /> proposed use shall not be permitted. <br /> <br />Add Item #8: That this conditional use permit shall not exceed an <br /> eighteen (18) month time limitation. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox and <br />Reimann. Voting No: None.
