Mayor Heitman proposed a concept of dividing the city into two taxing districts <br />with no areas being excluded. If and when improvements are made in each of the <br />districts; the cost of same will divided equally among property owners in those <br />districts; those property owners within a district that have already <br />contributed towards storm water management will be credited the appropriate <br />amount and will begin to pay for additional storm sewer improvements when that <br />credit amount is consumed. <br /> <br />Councilmember Cox stated that areas that have already paid for storm sewer <br />improvements should be included in a taxing district as there will be <br />maintenance costs to cover in the future; Mayor Heitman's proposal could <br />require additional accounting staff, but if it will get things moving in a <br />reasonable manner he is in favor of it. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Schlueter directing <br />City Staff to prepare for Council review an ordinance that would divide the <br />city into two storm sewer taxing districts with no areas excluded but allowing <br />those areas that have contributed towards storm water management a credit <br />amount and an ordinance that would amend the ordinance establishing two storm <br />sewer taxing districts to exclude those areas that have contributed towards <br />storm water management and require their inclusion in the appropriate district <br />when their credit amount is consumed. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers $orteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Request To Use Lower Level Of Municipal Center; Case Of Trp~ <br /> Brook.GQsDel Hall: <br /> <br />Mr. Hartley stated that Trott Brook Gospel Hall is going through some <br />reconstruction and requesting to use lower level at city hall from now until <br />October 31. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to approve <br />the request by Trott Brook Gospel Hall to use the lower level of Ramsey <br />Municipal Center until October 31, 1986 on Sunday mornings and evenings and <br />Wednesday evenings. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers $orteberg, Cox, <br />Reimann and $chlueter. Voting No: None. <br /> <br />Informational Items: <br /> <br />Mr. Hartley noted the following items: <br /> <br />Anoka County tabled adopting the scoping decision until August 19, at which <br />time they will receive recommendations from their staff and consultants. <br /> <br />The city has received a summons from George and Christine Bancroft of 7431 <br />151st Avenue NW; they are claiming damages resulting from careless construction <br />of culverts. <br /> <br />The city has an agreement with American Paving and Construction for ditches; <br /> .
