they have submitted a bill but the work is not acceptable; staff is not <br />processing the bill and looking for a company to properly complete the <br />construction. <br /> <br />Ramsey has applied to DNR for grant assistance for flood damage reduction. <br />It is a matching fund offer with a $15,000 DNR participation limit; Ramsey <br />submitted a $40,000+ project which would mean a $25,000 city participation <br />cost; project scope can be reduced to keep city's participation at $15,000. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg approving <br />the grant application that has been placed with DNR for flood damage reduction <br />funds. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Discussion Regarding New Structure At Plants And Things; <br /> <br />Councilmember Cox stated that several of the recent Planning and Zoning meeting <br />minutes show Commissioner Deemer's concerns with new construction at Plants and <br />Things. Mr. Hickman's plans indicated a warehouse and he built according to <br />the building inspector's recommendations. Similar type buildings have been put <br />in the same vicinity; approaching Mr. Hickman pleasantly, rather than calling <br />him before the P&Z Commission, would have been the better way to treat a <br />businessman. It would not be appropriate on Council's part to allow this <br />harassment to continue. <br /> <br />Mr. Fults stated that P&Z and EDC discussed this case at their 7-15 joint <br />meeting. Mr. Hickman's permit first stated the building was to be used for <br />retail space; he was informed that the building did not meet the qualifications <br />for retail so he changed the permit application to read for storage; he is <br />using the building for retail space. <br /> <br />Mr. Goodrich verified Mr. Fults comments. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann to not <br />require Mr. Hickman of Plants and Things to return to the Planning and Zoning <br />Commission but rather that he meet with city staff to resolve concerns. <br /> <br />Further Discussion: Councilmember Cox stated that the concerns with Plants and <br />Things could have been resolved between he and one member of city staff; it was <br />not necessary to call him before the entire Planning and Zoning Commission. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter.
