That much of the use of business vehicles would be carried on <br /> during varying hours. <br /> <br />28. That the trucks and employees would create additional traffic in <br /> a residential neighborhood. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to adopt <br />Findings of Fact 0143 as amended, relating to the request by Mr. Scott Springer <br />for a conditional use permit to operate a snowplowing business from his home. <br />(Please refer to findings of fact file for Findings of Fact 0143). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox and <br />Schlueter. Voting No: None <br /> <br />Councilmemmber Cox stated that Council doesn't want to put Mr. Springer out of <br />business knowing that he provides a service to the community and inquired if <br />Mr. Springer could rent space to park his vehicles. Councilmember Cox stated <br />that it might even be possible for Mr. Springer to have 3 business vehicles on <br />his property during snow seasons, but not year around. <br /> <br />Counc ilmember Schlueter stated that she objects to Councilmember Cox's <br />suggestion based on past discussion regarding home occupation requests. <br /> <br />Mr. Goodrich stated that with home occupation permits, there is to be no <br />exterior display of the occupation carried on. <br /> <br />Mr. Springer inquired as to the size of accessory structure he would be allowed <br />on 3-4 acres; if the allowance was enough, he could store vehicles out of <br />sight. <br /> <br />Councilmember Cox stated that even on a larger parcel, Mr. Springer would need <br />a conditional use permit to operate a business in a residential area. <br /> <br />Mayor Reimann stated that the real problem is with having more vehicles than <br />people residing at the residence, i.e., employees coming to the home. Council <br />is trying to set a pattern of not allowing any more businesses in residential <br />areas because Ramsey does have commercial property set aside. <br /> <br />Motion by Councilmember Schlueter and seconded by Mayor Reimann to deny, based <br />on the findings of fact, the request by Mr. Scott Springer for a conditional <br />use permit to operate a snowplowing business from his home at 8872 175th Lane <br />N.W. <br /> <br />Further Discussion: Councilmember Cox stated that if Mr. Springer's request is <br />denied, it doesn't mean that Mr. Springer can't have the plowing vehicle parked <br />on his property from time to time; it just means that Council is not <br />sanctioning a snowplowing business and storing that many vehicles on <br /> August 26, 1986 <br /> <br />Page 10 of 25 <br /> <br /> <br />
