10. <br /> <br />That the Applicant's request to operate a snow plowing business <br />from his home will be detrimental to the health, safety or <br />general welfare of the public except in those circumstances <br />where an emergency may exist and a snow plow is needed. <br /> <br />11. That the proposed use may be unsightly or obnoxious in <br /> <br />appearance. <br /> <br />12. <br /> <br />That the proposed use may hinder the orderly development of the <br />R-1 Residential district because of the appearance of six <br />vehicles on a residential lot which is not consistent with a <br />residential district. <br /> <br />13. That the proposed use may restrict the enjoyment of other <br /> properties in the vicinity because of the presence of the <br /> <br />numerous vehicles. <br /> <br />14. That the proposed use will conform to all other applicable <br /> restrictions of the R-1 Residential district. <br /> <br />15. That fire protection is provided by Elk River and the proposed <br /> use will not create a fire hazard. <br /> <br />16. That the proposed use shall not create any electrical <br /> disturbance. <br /> <br />17. <br /> <br />That the proposed use may create a noise disturbance because of <br />the coming and going of vehicles at irregular hours and the <br />starting of vehicle engines. <br /> <br />18. That the proposed use shall not create any vibration <br /> disturbance. <br /> <br />19, That the proposed use shall not create any malodorous gas or <br /> matter. <br /> <br />20. That the proposed use shall not create any air pollution. <br /> <br />21. That the proposed use shall not create any glare from lighting <br /> devices. <br /> <br />22. That the proposed use shall not create any wind or water <br /> erosion. <br /> <br />23. That the proposed use shall not create any water pollution. <br /> <br />24. <br /> <br />That at the public hearing conducted by the Planning and <br />Zoning Commission, one person appeared in favor of and nobody <br />appeared in opposition to the applicant's request. <br /> <br />25.
