10. That the Applicant's request to operate a snow plowing business from his home will be detrimental to the health, safety or general welfare of the public except in those circumstances where an emergency may exist and a snow plow is needed. 11. That the proposed use may be unsightly or obnoxious in appearance. 12. That the proposed use may hinder the orderly development of the R-1 Residential district because of the appearance of six vehicles on a residential lot which is not consistent with a residential district. 13. That the proposed use may restrict the enjoyment of other properties in the vicinity because of the presence of the numerous vehicles. 14. That the proposed use will conform to all other applicable restrictions of the R-1 Residential district. 15. That fire protection is provided by Elk River and the proposed use will not create a fire hazard. 16. That the proposed use shall not create any electrical disturbance. 17. That the proposed use may create a noise disturbance because of the coming and going of vehicles at irregular hours and the starting of vehicle engines. 18. That the proposed use shall not create any vibration disturbance. 19, That the proposed use shall not create any malodorous gas or matter. 20. That the proposed use shall not create any air pollution. 21. That the proposed use shall not create any glare from lighting devices. 22. That the proposed use shall not create any wind or water erosion. 23. That the proposed use shall not create any water pollution. 24. That at the public hearing conducted by the Planning and Zoning Commission, one person appeared in favor of and nobody appeared in opposition to the applicant's request. 25.
