out of town, stating no opposition to the permit request. <br /> <br />Mr. Goodrich provided Council with a copy of the petition and recommended that <br />Council review the findings of fact. <br /> <br />Councilmember Cox referred to Item #8 and stated that he feels there would be a <br />significant change in traffic, in type as well as volume. Persons renting the <br />tuxedos would be unfamiliar to neighborhood residents. One of the reasons for <br />concentrating commercial development to certain areas is to limit unfamiliar <br />traffice in residential neighborhood. <br /> <br />Ms. Gislason inquired as to how Council can approve any home occcupation permit <br />request without expecting some unfamiliar traffic to be coming into the <br />neighborhood; that she might as well leave if Council is going to set rules <br />that can't even be followed. Basically, Councilmember Cox is saying he doesn't <br />care about the rules and regulations contained in the City Ordinance that <br />provides for conditional use permits. <br /> <br />Mr. Goodrich pointed out that perhaps the other 3 councilmembers will not base <br />their decision on the fact that there is potential for strangers to be coming <br />into the neighborhood. <br /> <br />Ms. Gislason noted that she was told she will have two votes against her before <br />she even starts because of two councilmembers that do not favor home <br />occupation permits; also stated that her client is entitled to a fair hearing <br />under the City's home occupation ordinance. <br /> <br />Mr. Goodrich stated that councilmembers can voice their opinions as <br />individuals; when they are performing as a council body, the voting process <br />will make the decision. Mr. Goodrich also pointed out that Council is hearing <br />the case again and normally they do not do that. <br /> <br />Mr. Douglas Fountain - 15255 Garnet - Stated that earlier this evening Council <br />heard a case to revoke a conditional use permit for non-compliance; Council is <br />not giving Mrs. Rice the same consideration that was given to Mr. Root; Mrs. <br />Rice is not even getting the opportunity to operate, let alone be in non- <br />compliance. <br /> <br />Mr. Goodrich noted that Council is reviewing the findings of fact again and Mr. <br />Roots' case is an entirely different subject. <br /> <br />Councilmember Cox requested clarification regarding Mrs. Rice's comments at the <br />last Council meeting regarding 'out of area businesses are getting all the <br />formal suit rental business' and that she is considering opening a shop in <br />Ramsey's commercial area. <br /> <br />Ms. Gislason stated that Mrs. Rice was making the point that the closest tuxedo <br />rental service is in Anoka and if her business prospers, she would move the <br />business to a commercial zone in Ramsey. <br /> <br />Councilmember Cox stated that businesses in other cities may be out of the <br />Ramsey area but the commercial taxes they pay are applied to the County and <br />School District and therefore benefit I~~.'-~ ~v~ .... ~ ~ ~ ...... ~O ~f~-' <br />August 26, 1986 ~_~Y(' <br />Page 15 of 25 '~--~ <br /> <br /> <br />
