Absent: ¢ouncilmember Cox. <br /> <br />Re~u~ For Variance From Street Frontage Requirement; Case Of <br /> Mr. Lowell Vasseur: <br /> <br />Mr. Hartley stated that the northern boundary of Mr. Vasseur's property is <br />shown on the City's Thoroughfare Plan as the future extension of 155th Avenue. <br />Council should determine whether it wishes to follow that plan; if so, Council <br />could direct staff to start working on acquisition of necessary easements for <br />the extension. If an easement for the extension of 155th from Variolite to <br />Armstrong were acquired by the City, Mr. Vasseur could access his property from <br />the future 155th and he would not need a variance to street frontage <br />requirements. <br /> <br />Discussion ensued regarding the present and future need and alignment of the <br />155th extension; and the benefits to acquiring easements while land is <br />undeveloped. <br /> <br />Mr. Goodrich stated that if 155th is not extended, Mr. Vasseur would then <br />require a variance to street frontage to access the property he intends to <br />purchase and develop. Consideration of the variance would require looking at <br />it from a standpoint of orderly development and safety. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca authorizing <br />City Staff to attempt to acquire right-of-way easements for the future <br />extension of 155th Avenue N.W. from Variolite Street N.W. to Armstrong Blvd. <br />N.W. utilizing MSA funds. <br /> <br />Further Discussion: Mr. Raatikka stated that following Council direction would <br />require preparation of right-of-way plans to be approved by the State. <br />Councilmember Cox stated that until the State makes it's determination, Mr. <br />Vasseur could be granted a temporary variance. Mr. Goodrich agreed that Mr. <br />Vasseur could be granted temporary access onto 155th with the understanding <br />that his access would be appropriately relocated when the extension of 155th is <br />accomplished. M. Goodrich inquired if by Council's motion, there is no <br />question the City will acquire that right-of-way; if so and something does stop <br />the procedure, the City has committed itself to giving Mr. Vasseur access. <br />Councilmember Cox stated that he intends to make two motions. Councilmember <br />Sorteberg inquired if Mr. Vasseur would be giving the easement for 155th or if <br />he would be paid for it. Mr. Raatikka replied that developers give the road <br />right-of-way when subdividing; Mr. Vasseur's case is not one of subdividing and <br />he would be paid for the easement.
