Voting No: None.

Case #4: Request For Concept Review Of Proposed Subdivision; Case Of
Mr. Ken Johnson:

Ms. Norris stated that Mr. Johnson has been before Council several times to
discuss the preliminary plat of Autumn Meadows consisting of 8 lots north of
the existing Autumn Heights. Council has tabled action until Mr. Johnson can
provide an additional access to the subdivision.

Mr. Richard Vagle was present representing Mr. Johnson and stated that the
proposed plat has been revised from 8 lots to 4 (one of which is already
developed). It is hoped that the City will not require a second access to the
plat just to service 3 additional homes.

Mayor Reimann stated that with future subdivisions, there would be more than
just 3 additional homes and still only one access.

Mr. Goodrich stated that the City can require a restrictive convenance to not
allow future subdivisions until the second access to the plat is provided.

Mr. Vagle stated that surrounding property owners will not cooperate and
dedicate easements for a future second access. Mr. Vagle inquired if there
would still be a problem if the developer agreed to a subdivision restriction.

Councilmember Cox stated that he would still be opposed to the plat even with a
subdivision restriction.

Council recessed at 9:05 p.m.

Mayor Reimann called the meeting back to order at 9:15 p.m.

Case #5: Request For Final Plat Approval Of Northfork Second Addition;
Case Of North Fork.
