Otter Tail County is known for its lakes and vacation homes. <br />Waste volumes during tourist season can vary greatly from the off- <br />peak time of year. Therefore, in the design of the new transfer station, <br />Foth had to evaluate this range of waste flows and vacationer visits in <br />order to determine the best size, access and vehicle flow on site. <br />Fergus Falls Transfer <br />Station <br />With the closure of the State Hospital in Fergus <br />Falls, the local MSW incinerator lost its custom- <br />er for steam and therefore closed as well. The <br />City asked the County for assistance with MSW <br />management services. In 2005, the County, with <br />the assistance of Foth, started the site selection <br />process for a new transfer station. Foth then <br />provided preliminary designs for the local, state <br />and federal permitting process. The project became a very public and <br />delicate project that required expertise in wetlands, archeology, trans- <br />portation, surface water management in addition to traditional build- <br />ing design. Foth provided information studies, environmental impact <br />review for an Environmental Assessment Worksheet (EAW) and for the <br />Federal Aviation Administration (FAA). The permits were in place in <br />2007 and Foth provided the detailed construction plans and specifica- <br />tions for bidding and construction management services.
