St. Louis County Solid <br />Waste Department <br />Virginia, Minnesota <br />MRF Design and Construction Adminis- <br />tration. St. Louis County contracted with <br />Foth to design the County's new recyclables <br />processing facility located at their regional <br />landfill in Virginia. This MRF will handle <br />approximately 7,000 tons per year of mixed <br />paper and commingled containers. The <br />general contractor and processing equip- <br />ment bids came in under budget. Foth provided contract administration <br />services through construction, which included processing equipment <br />performance testing. Total project costs for St. Louis County were <br />approximately $2.3 million <br />Public/Private MRF Operations Contract. Foth helped the County <br />develop an operating contract for their private operator. The O&M Plan <br />was developed with Foth oversight. <br />Hibbing Transfer Station. Foth designed and provided construction - <br />related services for a new transfer station located in Hibbing. The <br />transfer station is used to receive and transfer MSW, commingled recy- <br />clables, and HHW from residents and businesses in the Hibbing area to <br />St. Louis County's regional landfill, MRF, and HHW facility located <br />in Virginia, Minnesota.
