Foth and a local subcon- <br />tractor, Gardner Architecture, provided design, equipment <br />procurement, and construction observation services to the <br />County for its Recyclables Processing Facility. Foth final- <br />ized the conceptual layout, incorporating many environmen- <br />tal and sustainability goals of the County. The recyclables <br />processing equipment was specified and procured. This included a <br />horizontal baler and a commingled recyclables sorting line to handle <br />both paper and containers safely operated by the HDAC. <br />The site work and building design documents were prepared. Finally, <br />the construction and equipment installation process was observed <br />including shop drawing review and observation of the processing equip- <br />ment performance tests. Assistance was provided during start-up to <br />improve operating efficiency. State grant funding was obtained for the <br />project. Foth received an award from the County for management of <br />this project. <br />Carroll County Solid Waste <br />Management Commission <br />Carroll, Iowa <br />Foth has completed several projects for the <br />Commission: <br />• Strategic Planning. Foth led the <br />Commission's five -member Executive <br />Board through a day -long strategic planning <br />session to identify its primary mission and <br />the activities to be completed in fulfillment of <br />that mission. During the session, participants <br />identified short-, mid-, and long-term (six months to ten years) <br />goals. As part of the follow-up to this activity, Foth reviewed and <br />completed 30-year life -cycle analyses for five disposal alternatives, <br />including expanding the landfill, marketing landfill space to add <br />50 tons per day to existing waste flows, and transferring waste to <br />another landfill.
