Through an ongoing <br />general advice contract, <br />Foth provides advice and <br />assistance to the Carroll <br />County Solid Waste <br />Management Commission <br />(Commission) on a number <br />of solid waste management <br />issues. Assistance provided <br />in the past has included <br />landfill permitting and <br />construction, recycling <br />facility construction, <br />maintenance shop <br />plans and construction, <br />regional planning for five <br />counties, and detailed <br />financial planning. <br />• MRF Options Analysis. In follow-up to the strategic planning <br />goal of increasing overall Commission operational efficiency <br />and safety, Foth reviewed MRF operations to address several <br />critical health and safety related items. Five facility options <br />were developed and cost estimates prepared to address <br />material handling, ventilation, and general safety issues. The <br />primary material handling changes included an elevated paper <br />sorting line and a new horizontal baler. Recommendations <br />were developed and presented to the Commission for their <br />consideration and approval. <br />• MRF Expansion/Grant Funding. As a result of the MRF <br />options analysis, the Commission hired Foth to complete the <br />design and construction administration of a significant MRF <br />expansion. Additional equipment, including an elevated, <br />enclosed paper sorting line and higher throughput horizontal <br />baler, was procured and a building addition of over 8,000 <br />square feet designed. Considerable effort was given to <br />efficiently incorporating the addition to the existing site and <br />material handling activity. As a side, but related issue, roof <br />drainage problems with the existing buildings were improved. <br />The container sorting line continues to be staffed by the local <br />handicapped workforce agency. DNR grant funding was <br />obtained. <br />Waste Commission of Scott County <br />Davenport, Iowa <br />Foth provides solid waste management consulting assistance to the <br />Waste Commission of Scott County (Commission) on a number of <br />issues, including MRF construction administration handicapped <br />labor contracting, design and con- <br />struction of a household hazardous <br />materials facility, and design and <br />construction of an electronic waste <br />processing facility. <br />MRF. Foth provided construction <br />administration services during the <br />construction of the Commission's <br />MRF. The Waste Commission of <br />Scott County MRF is designed to <br />handle approximately 75 tons per <br />shift of commingled containers and <br />mixed paper.
