containers; an elevated sorting line for mixed paper; and a single - <br />ram, horizontal baler with a submerged conveyor located between <br />the container and paper sorting lines. Materials from the sorting <br />line are directed to the submerged conveyor feeding the baler. <br />Activities included the cost -benefit analysis of existing design with <br />identification of cost reduction measures prior to construction, <br />overall project administration, construction observation, shop <br />drawing/submittal review, change orders, testing and inspection <br />coordination, equipment performance testing, and schedule <br />monitoring. <br />• MRF Operations. Foth's assistance in development of MRF <br />operations also included three other tasks <br />► Negotiation of a labor contract with the Handicapped <br />Development Center, Davenport, Iowa. <br />► Development of a Commission staffing plan for the MRF <br />operation, including participation in the hiring process. <br />► Development of a facility operations plan. <br />• Regional Collection Center (RCC)/Grant Funding. The <br />Commission received a grant from the Iowa DNR to establish a <br />permanent RCC for household hazardous waste. Constructed at the <br />landfill, the RCC is a masonry building with a hazardous occupancy <br />screening vestibule, a separate, portable flammable materials storage <br />building, a large, non flammable bulking area, and a loading dock. <br />The exterior design of this building is consistent with that of the <br />landfill administration building and creates an attractive entrance <br />area to the site with a uniform facility appearance, effective traffic <br />patterns, and economical operation and maintenance. <br />• Material Recycling Center <br />Improvements/Sustainable Building/ <br />Grant Funding. In addition to providing <br />construction administration services <br />to the Commission during the initial <br />1996 construction of the Scott Area <br />Recycling Center in Davenport, Iowa, <br />Foth provided planning and design <br />services for Education/Board Room and <br />satellite household hazardous material <br />(HHM) additions.
