provide a viewing window from the education room to the existing <br />recycling sorting, baling, and storage areas. Materials used in the <br />construction of this addition included, when practical/ economical, <br />products manufactured from recycled or sustainable products as <br />an on -site demonstration to visitors. Prior to the completion of <br />this room, Commission staff led tours of the facility by allowing <br />viewing of the processes from the processing floor, which affected <br />operation and did not provide an appropriate level of safety for a tour <br />participants. Since the completion of the addition, and through the <br />use of an audio-visual system that projects images of each step of <br />the recycling process onto a drop -down screen, the tour participants <br />can view the recycling process from trucks scaling in to materials <br />being loaded out. This audio-visual system is also integrated into the <br />Commission's computer system for ease of use in presentations. <br />The satellite HHM addition allows the Commission to provide a <br />convenient location for material collection and management closer <br />to the center of population for its service area. Foth worked closely <br />with Commission staff to effectively integrate this satellite HHM <br />facility into the existing site/facility and overall HHM program. <br />• Electronic Processing Facility/ <br />Grant Funding. As part of the <br />Commission's continued program <br />improvement for the citizens and <br />businesses served, it has developed a <br />regional program to collect and recycle <br />material from used electronic devices. <br />Foth assisted the Commission in <br />evaluating siting options, development <br />costs, and program operation. The <br />electronic processing facility was <br />constructed on land adjacent to the <br />existing Scott Area Recycling Facility <br />in order to take advantage of staff and <br />equipment sharing between the two <br />facilities. The electronic processing <br />facility started operation in spring 2005 and also has incorporated <br />recycled content and sustainable products. The program has been <br />successful at collecting electronic materials from the region and <br />from public solid waste agencies from as far away as 175 miles. <br />• Garbage and Recycling Collection Analysis. The Waste <br />Commission of Scott County (Davenport, Iowa, Area) retained <br />Foth to complete a detailed analysis of the solid waste collection <br />operations for two Commission members - the cities of Bettendorf <br />and Davenport.
