noted that Eagan would have handled a case like Mr. Gobernatz' in one of two ways: a) <br />require park land dedication on the newly created lot, designate the balance of property <br />as outlot and require park dedication on the outlot when it is platted; b) Prepay park <br />dedication for the entire parcel based on ultimate assumed density and if that density is <br />exceeded, the developer is responsible for the incremental difference. Eden Prairie <br />zones all property outside the urban area as rural; parcels develop via a site plan and <br />request for rezoning; no building permit is issued until the parcel is zoned <br />appropriately; park land dedication fee is acquired at the time of building permit <br />issuance. <br /> <br />Mr. Goodrich noted that Coon Rapids requires park land dedication on the new lot being <br />created and defers on the balance of the property because the density of development on <br />the balance of the property is not known. <br /> <br />Mr. Hartley noted that under the existing ordinance, Ramsey could enter into a <br />development agreement with Mr. Gobernatz whereby a park dedication fee would be <br />received by the City and the density of development could be permitted to 1 unit per 2.5 <br />acres on the Gobernatz Addition. Another option is to amend the ordinance to permit <br />establishment of outlots, require park dedication only on the new lots being created, <br />designate the outlot as undevelopable until it is platted and park dedication requirements <br />are satisifed. Mr. Hartley recommended not proceeding with outlots as they have created <br />a lot of problems in the past because of difficulty in following up whether or not they are <br />buildable and conditions that apply to them. <br /> <br />After a lengthy discussion, the Council consensus was that they are interested in <br />maintaining a minimum 10% park dedication fee that tracks with density of <br />development. They are also interested in lessening the park dedication impact on owners <br />of large parcels of that that wish to split off a lot. City Staff was directed to prepare <br />necessary paperwork for Council review that would reflect the consensus of the <br />discussion. <br /> <br />Mr. Goodrich noted that Mr. Gobernatz' minor subdivision is not dependent on Council <br />discussion of park dedication issues; that Mr. Gobernatz' decision to delay filing his <br />minor subdivision until after Council discussion of the park dedication issue was his own <br />choice. <br /> <br />Case #6: <br /> <br />Possible Acquisition Of Lands Adjacent To Ramsey Municipal <br />Center: <br /> <br />Mr. Hartley stated that there is an on-going need for additional City property to <br />accommodate relocation of a public works facility, expansion of garages to accommodate <br />police squads, access to 153rd for fire department, long term expansion needs of the <br />Municipal Center, etc. The property immediately north and adjacent to the Municipal <br />Center is going to a minor subdivision to accommodate the UPA substation; now would be <br />an opportune time to consider purchasing a portion or the balance of the property. <br /> <br />City Council/January 24, 1989 <br /> Page 10 of 15 <br /> <br /> <br />
