Mayor Reimann stated that what we seem to be addressing is recklessness, safety and common <br />courtesy more than anything. <br /> <br />Councilmember Pearson asked who regulates where a person can water ski. <br /> <br />Mr. Weaver stated that there are no restrictions on the Rum River as to speed and usages. <br /> <br />Councilmember Cich stated that he feels a minimum wake is unenforceable. <br /> <br />Councilmember Peterson asked if a speed limit would be easier to address than "wake". <br /> <br />Mr. Weaver stated that when this ordinance was fh'st introduced there was limit on motor size and <br />speed and it was dropped. Those issues were hard to deal with. <br /> <br />Councilmember Peterson stated that the speed and wake problem needs to be enforced by the <br />Water Patrol with regard to reckless driving. <br /> <br />Councilmember Cich stated that a small boat doesn't do that much damage. <br /> <br />Mayor Reimann stated that State law addresses speeding and he doesn't feel that wake needs to be <br />addressed. Everyone shouldn't be penalized because of a few. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to adopt Resolution <br />#89-05-93 amending the proposed ordinance to eliminate any section referring to minimum wake <br />but agree that water and jet skiing be restricted to include the entire City of Ramsey. State Statutes <br />will govern careless and reckless use. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Peterson, Cich, DeLuca and <br />Pearson. Voting No: None. <br /> <br />Case #4: Applications for Off-Sale Liq~jor Li¢¢ns¢~: <br /> <br />City Administrator Hartley asked the Council what their thoughts are on accepting more <br />applications for off-sale liquor licenses. <br /> <br />Mayor Reimann and Councilmembers Peterson and Pearson stated that they would go along with a <br />total of four licenses. <br /> <br />Councilmember DeLuca stated that we shouldn't address a number of licenses in the ordinance. <br />That would be a double standard. The market will control who will stay in business. If the City <br />Council goes against any number, the Council shouldn't offer tax increment financing. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Pearson to amend the off- <br />sale liquor ordinance to not restrict to any specific number the number of off-sale liquor licenses <br />available in Ramsey and that the City Council will not participate in tax increment financing for <br />development of a liquor store. <br /> <br />Regular City Council/May 9, 1989 <br /> Page 3 of 8 <br /> <br /> <br />
