Case /ti: Personnel Committee Report: <br /> <br />City Administrator Hartley reviewed the Personnel Committee action at their meeting of May 8, <br />1989. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Pearson to adopt Resolution <br />#89-05-94 confirming Personnel Committee action. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cich, Pearson, DeLuca and <br />Peterson. Voting No: None. <br /> <br />Council recessed at 9:00 p.m. and called the meeting back to order at 9:12 p.m. <br /> <br />Case #8: Discuss the Need for Changes to the Ordinance Regulating Signs: <br /> <br />City Administrator Hartley asked for Council input and direction regarding the sign ordinance. He <br />reviewed some sections of the ordinance that are unenforceable. <br /> <br />Councilmember Peterson stated that a committee should be formed consisting of business persons, <br />Councilmembers, City Staff and Commissionmembers to draft a model ordinance. <br /> <br />Mayor Reimann stated that we should also get input from other cities. <br /> <br />Community Development Director Banwart stated that this can be an explosive subject. He would <br />like to see the business community involved and in support of it, otherwise it would be difficult <br />and expensive to enforce. <br /> <br />Mayor Reimann stated that we should have a working ordinance and not be too restrictive to area <br />businesses. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to form a committee to <br />review the sign ordinance. The committee will consist of Councilmembers Pearson and Peterson, <br />two members of the Planning and Zoning Commission, two members of the Economic <br />Development Commission and two area business persons. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers Peterson, Cich, Pearson and <br />DeLuca. Voting No: None. <br /> <br />Case #9: Consider Change Order for Central Pltrk Turf Establishment and <br /> Irrigation Project - Improvement Project #89-3: <br /> <br />City Administrator Hartley stated that the plans for establishing turf around the Park Center <br />building do not include sod within 30 feet of the building. The Ramsey Community Picnic will be <br />held on June 10, 1989 and grass seed will not have enough time to establish turf and the effort to <br />establish such turf will be greatly impaired by the heavy traffic. <br /> <br />Mayor Reimann asked if there is a walkway and could we rope off the area. <br /> <br />Councilmember DeLuca asked how much topsoil there is. <br /> <br />City Engineer Raatikka stated that there is 3". <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Pearson to adopt Resolution <br />#89-05-95 authorizing change order no. 1 to the Central Park turf establishment and irrigation <br />Improvement Project #89-3 in the amount of $1,500.00. <br /> <br />Motion carded.
