CASE #: <br /> <br />REQUEST FOR PRELIMINARY PLAT OF THE PONDS <br />CASE OF ROYAL OAKS REALTY <br /> By: Principal Planner Patrick Trudgeon <br /> <br />Background: <br /> <br />Royal Oaks Realty has i'esubmitted a preliminary plat showing the develoPment of 86.71 acres at <br />the comer of Dysprosium St. and Nowthen Boulevard. Royal Oaks Realty is proposing to <br />develop 88 single-family lots, 91 townhome units and 82 senior apartment units for a total of 261 <br />housing units on this property. The applicant previously submitted a preliminary plat in Spring <br />2001 for consideration. The original preliminary plat was proposed as a Planned Unit <br />Development (PUD) had 73 single family lots, 152 townhome units, 82 sen/or apartment units <br />for a total of 307 housing units. <br /> <br />Along with the preliminary plat, Royal Oaks Realty has submitted a rezoning request (from B-1 <br />Business and R-1 Single Family to R-1 Single Family Residential, R-3U Residential, and <br />Multiple Residential) and a townhouse site plan review request. The site plan for the apartment <br />building has not changed from the original application. The apartment site plan as well .as the <br />height variance appeal is still being considered by the City Council. <br /> <br />The following items are enclosed: <br /> <br />a) Site location map <br />b) Preliminary Plat dated December 11,2001 <br />c) Old Preliminary Plat dated May 15, 2001 <br />d) Development Narrative for The Ponds dated December 10, 2001 <br />e) Planning Commission Minutes Dated June 5, 2001 <br />f) Example of elevation and floor plan for Lot 2, Block 1 <br />g) Pro Source Environmental Review letter dated August 3, 2001 <br />h) Pro Source Environmental Review follow-up letter dated August 14, 2001 <br />i) City Staff Review Letter dated December 28, 2001 <br /> <br />Notification: <br /> <br />State law requires that the City notify property owners within 350' of the preliminary plat public <br />hearing. Property owners located within 700 feet were notified of the heating. <br /> <br />Observations: <br /> <br />The property is currently zoned R-1 Single Family and B-1 Business. As mentioned above, the <br />applicant is asking for a rezoning to R-l, R-3U, and MR. The recently adopted Comprehensive <br />Plan shows approximately 7.52 acres of this property being High Density Residential, 13.52 <br />acres being Medium Density Residential and 65.67 acres as Low Density Residential. The <br />following table indicates how much of each type of density is allowed on the development <br />property as directed by the newly adopted Comprehensive Plan. <br /> <br /> <br />
