Mr. John Peterson of Good Value Homes was present and stated that he is in favor of tabling
preliminary plat approval and requested that the City reconsider it's requirement for 66 foot wide
street right-of-ways in the urban area.

Motion by Councilmember Peterson and seconded by Councilmember Cich to table action on Mr.
John Peterson's request for preliminary plat approval of Chestnut Hills Addition.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich and
Peterson. Voting No: None.

Motion by Councilmember Cich and seconded by Councilmember DeLuca to request that City
Staff provide City Council with information regarding the issue of 60 foot versus 66 foot street
fight-of-way widths in the urban areas.

Further Discussion: Councilmember DeLuca requested that City Council also be provided with
input from the Planning and Zoning Commission regarding the issue of 60 versus 66 foot street
right-of-way widths. Mr. Raatikka noted that Andover, Blaine, Champlin, Coon Rapids and
Brooklyn Park all require 60 foot street fight-of-way widths in their urban areas; some streets in
the Flintwood PUD are platted at 60 foot widths and there have been no difficulties encountered
when installing utilities. Mr. Banwart stated that even in the urban areas, considerations should be
given to retaining the major collectors streets at 66 feet.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich and
Peterson. Voting No: None.

Case #4: Request To Rezone The Proposed Plat Of Cedar Hills From R-1
Rural Residential to R-1 Urban Residential; Case Of Mr. Wally
Anderson, ARADCO, Inc.:

Mr. Banwart stated that the recently approved MUSA expansion was designated to also serve the
proposed plat of Cedar Hills. Mr. Anderson is requesting approval to rezone the proposed plat to
R-1 Urban Residential at this time. The Planning and Zoning Commission conducted a public
hearing and recommended approval to rezone Cedar Hills.

Motion by Councilmember Pearson and seconded by Councilmember Cich to adopt Findings of
Fact #0258 relating to Mr. Wally Anderson's request to rezone the proposed Cedar Hills from R-1
Rural Residential to R-1 Urban Residential.

Motion carried.
