well within the City standards for urban development and the subject area falls within the <br />City's planned urban area and now within the MUSA area. <br /> <br />Mayor Reimann inquired about traffic concerns expressed by residents of neighborhoods <br />adjacent to Juniper Woods. <br /> <br />Mr. Otto indicated that City Staff does not foresee the traffic associated with Phase I of <br />Juniper Woods being a major burden; if Council determines otherwise, an option would be <br />for the developer to extend Juniper Woods Drive to 153rd during Phase I. <br /> <br />City Council consensus was to restrict Juniper Woods construction traffic from using <br />streets in adjacent neighborhoods and requiting the developer to construct Juniper Woods <br />Drive to 153rd at Class 5 standards as part of Phase I improvements; the street paving and <br />extension of utilities originally planned for Phase II would remain as such. <br /> <br />Mayor Reimann noted that the City should request that Mn/DOT prepare a safety study <br />regarding the intersection 153rd Avenue and Hwy. #47. <br /> <br />Mr. Otto noted that as part of the Comprehensive Plan amendment, the City has to review <br />the overall transportation plan of the City. <br /> <br />Lynne Rickert and Dorothy Stadfelt indicated that they are not satisifed with Council's <br />decision to require the developer to extend Juniper Woods to 153rd as a Class 5 haul route <br />for construction equipment; the residents of Phase I will be using the paved roads in <br />adjacent neighborhoods. <br /> <br />Mr. Otto noted that a public hearing is being conducted on August 29 regarding Phase I <br />proposed improvements in Juniper Woods; information regarding the cost to complete <br />Phase II improvements during Phase I and input from the developer could be available at <br />that time. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to table action <br />on the request for final plat approval of Juniper Woods until the special City Council <br />meeting scheduled for August 29, 1989. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #8: Adopt Park Dedication Ordinance: <br /> <br />Mr. Otto recalled that on July 11, 1989, the Ramsey City Council tabled the adoption of the <br />Park Dedication Ordinance until the final version could be reviewed by the Planning and <br />Zoning Commission and the Park and Recreation Commission. Those commissions have <br />recommended adoption of the Park Dedication Ordinance. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to adopt <br />Ordinance #89-17 amending Chapter 170.06 of the City Code: park and Open Space <br />Dedication. <br /> <br />Motion carried.
