Case #14: Request For A Conditional Use Permit To Operate An Auto
Detail Shop In The R-1 Rural Residential District; Case Of Mr.
Donald Milinkovich:

Sylvia Frolik stated that Mr. Milinkovich is requesting a conditional use permit to operate
an auto detail shop on his property at 6501 Green Valley Road. Ms. Frolik expressed
concern with Mr. Milinkovich's understanding and acceptance of Items 7 and 8 of the
proposed conditional use permit, revision date 8-22-89, regarding the handling, storage
and disposal of chemicals, fluids and waste water relating to the auto detail operation.

Motion by Councilmember Cich and seconded by Councilmember Peterson to adopt
Findings of Fact g0260 relating to Mr. Donald Milinkovich's request for a conditional use
permit to operate an auto detail shop on his property at 6501 Green Valley Road.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich
and Peterson. Voting No: None.

Motion by Councilmember Cich and seconded by Councilmember Pearson to approve Mr.
Donald Milinkovich's request for a conditional use permit to operate an auto detail shop on
his property at 6501 Green Valley Road.

Further Discussion: Mr. Milinkovich stated that he understands and agrees that the
issuance of the conditional use permit is contingent upon him complying with Items 7 and 8
and providing the City with an approved plan for handling waste water, chemicals and
fluids. Mr. Otto explained that Item #7 of the proposed conditional use permit dated
August 2, 1989, as proposed by the Planning and Zoning Commission, could be so
burdensome as to restrict Mr. Milinkovich from even washing the exterior of the cars on
his property. Understanding the concerns of the Planning Commission and the intent of
Item #7, City Staff revised Item #7 and added an Item #8.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich
and Peterson. Voting No: None.

Case #15: Request For Conditional Use Permit Renewal For Welding
Business At 17801 St. Francis Blvd. N.W.; Case Of Mr.
Michael Baehr:

Sylvia Frolik stated that Mr. Baehr was granted a conditional use permit in 1988 for a
welding business.
