Further Discussion: Mr. Baehr stated that getting the business operational has been slow, <br />especially when he must maintain a regular full-time job; and requested that Item #4 of the <br />conditional use permit be amended to allow for one part-time employee on the premises. <br />Mr. Goodrich referred to Mr. Baehr's request and stated that Council will have to consider <br />whether or not the addition of an employee constitutes an expansion and if that is consistent <br />with how Council feels conditional use permits should be approved in residential areas. <br />Mr. Baehr explained that with him working a full-time job, a part-time employee is <br />necessary in order to take in enough business so that the operation can afford to move to a <br />commercial district. City Council consensus was to modify the conditional use permit to <br />allow for one part-time employee on the premises. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Council recessed at 9:08 p.m. <br /> <br />Mayor Reimann called the meeting back to order at 9:20 p.m. <br /> <br />Case #16: EAW For 153rd Avenue N.W.: <br /> <br />Mr. Otto reported that an Environmental Assessment Worksheet (EAW) has been prepared <br />for the preferred alignment of 153rd Avenue N.W. Mr. Otto requested Council approval of <br />the EAW for submittal to the Environmental Quality Board. Mr. Otto reviewed the contents <br />of the EAW with City Council. Mr. Otto also referred to Council's suggestion that <br />consideration be given to realigning the curve and forcing the road more towards the <br />wetland area and stated that DNR has indicated they will not approve such an alignment <br />because there is a prudent and feasible alternative. <br /> <br />Douglas Fountain - 15255 Garnet Street - Stated that he agrees with Councilmember <br />DeLuca that the center route versus the southerly route is the best alignment for 153rd. Mr. <br />Fountain referred to the EAW and stated that Item #27.d should indicate that there is an <br />impairment or destruction of scenic views and vistas. <br /> <br />Councilmember Pearson inquired if submitting the EAW to EQB for the southerly route <br />commits the City to the southerly route. <br /> <br />Mr. Otto replied that submittal of the EAW for the southerly route implies selection of that <br />route; if another route is selected, it will also require an EAW. <br /> <br />Councilmember DeLuca asked that Council consider the future needs of the City when <br />selecting a route for 153rd; eventually, 153rd will have to be 4 lane, east/west thoroughfare <br />and it should be planned for accordingly. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Cich to approve <br />submittal of the Environmental Assessment Worksheet to the Environmental Quality Board <br />and to publish notice of it's availability. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers Pearson and Cich. Voting <br />No: Councilmember DeLuca.
