Motion by Councilmember Pearson and seconded by Councilmember DeLuca to adopt <br />Resolution #89-08-232 approving the final plat of Juniper Woods with the following terms <br />to be added to the proposed development agreement: 1) only Phase I is being approved at <br />this time; 2) the developer is required to approach City Council for approval of Phase 2 and <br />Phase 3; 3) that part of Ute Street designated for Phase 2 will receive a temporary blacktop <br />surface 24 feet in width during Phase 1; 4) the developer will be responsible for the <br />construction and placement of signage indicating Ute Street as the designated haul route. <br /> <br />Further Discussion: Councilmembcr DeLuca inquired as to the proposed location of <br />signage indicating Ute Street as the haul route. Mr. Knutson indicated that the most <br />appropriate location would be at Ute Street and 153rd. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Jean Schluter stated that in the case of Juniper Woods, she feels the City Council has done <br />a favor for the developer and property owner by expanding the MUSA boundary to <br />accommodate the development of the subject property and allowing the developer to stage <br />the development by not requiring installation of all utilities and streets at once. Jean <br />Schlueter also stated that in listening to the discussions pertaining to this case over the past <br />2.5 years, it appears that the City Council will continue to grant favors until the <br />development of Juniper Woods is complete and she feels that the City Council has not <br />represented itself in a manner which she was accustomed to when working with them in the <br />past. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Cich to adopt <br />Resolution #89-08-233 ordering plans and specifications for Juniper Woods Addition <br />Improvement Project #89-14 (sanitary sewer, storm sewer and streets). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember DeLuca to adopt <br />Resolution #89-08-234 ordering plans and specifications for Improvement Project #87-27 <br />(sanitary sewer and watermain construction for Outlot B, Rum Acre Estates). <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #2: Request For Driveway Access To Roanoke Street N.W.; Case <br /> Of Mr. John Good: <br /> <br />Mr. Raatikka stated that Mr. John Good is in the process of constructing a home on Lot 9, <br />Block 1, Stanhope River Hills. The plans submitted include two driveways and the home <br />has been situated on the lot assuming the driveways could be constructed as proposed. <br />One of the driveways is proposed to access onto Roanoke Street, a Municipal State Aid <br />Street. It is the City's policy to restrict access to collector streets. Mr. Raatikka <br />recommended that the City Council approve the access onto Roanoke Street based on the <br />fact that Roanoke is a low traffic volume street and it's purpose in being designated as such <br />was to connect two other collector streets in order that they may qualify for MSA funding. <br /> <br />City Council/August 29, 1989 <br /> Page 6 of 8 <br /> <br /> <br />
