Motion by Councilmcmbcr Pctcrson and seconded by Councilmcmbcr Cich to adopt <br />Ordinance #89-23 which is entitled "Amendment to Chapter 130.05 of the City Code as <br />adopted by Ordinance #89-8, which is an ordinance licensing and regulating the sale of off- <br />sale intoxicating liquor, repealing inconsistent ordinances and providing a penalty for <br />violation." <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #11: Budget Amendment: <br /> <br />Mr. Hartley stated that there is currently $30,000 in the budget for remodeling at City Hall. <br />Those expenditures will not meet the $30,000 limit. Mr. Hartley requested that the balance <br />of that allocation be used to purchase of tables, chairs and audio system for Council <br />Chambers and 5 computer workstations to serve the Finance Officer, City Assessor, <br />Community Development Director, Police Chief and Fire Chief. <br /> <br />Councilmember Cich stated that he is agreeable to purchasing tables, chairs and audio <br />system for Council Chambers. With regards to purchasing additional computer <br />workstations, he would like a report of the total system operational status, as contracted for <br />with Computoservices and a report of all expenditures for automated systems as per the <br />vendor's contract and other peripheral costs by line item number and type from October 1, <br />1988 to September 1, 1989 for City Hall automation. <br /> <br />Mr. Hartley did note that there is $5,000 available from the cable t.v. company for use in <br />building an effective audio system. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Peterson authorizing the <br />purchase of tables, chairs and audio system for City Council chambers from the $30,000 <br />allocated in the 1989 budget for City Hall remodeling; authorization to purchase 5 computer <br />workstations is tabled. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #12: Adoption Of Utility Ordinance Setting Fees For Water And <br /> Sewer Utilities: <br /> <br />Mr. Goodrich recalled that on September 12, 1989, City Council conducted a public <br />hearing and introduced an ordinance to establish fees for water and sewer utilities. The <br />adoption of this ordinance would bring the City into compliance with City Charter <br />requirements for establishing rates. Mr. Goodrich noted that the rates referred to in the <br />ordinance were established by resolution in January and were relevant at that time but are <br />fast becoming outdated; City Staff is preparing a recommendation for a modification to the <br />rates. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Pearson to adopt <br />Ordinance #89-24 which is entitled "Amendment to Chapter 210.01 of the City Code as <br />adopted by Ordinance #84-7, entitled "Water and Sewer Utilities' and which ordinance <br />provides for the operation of municipal water and sewer systems as public utilities with <br />appropriate procedures and accounting therefore". <br /> <br />City Council/September 26, 1989 <br /> Page 10 of 14 <br /> <br /> <br />
