Councilmember Peterson noted that even though 'no parking' signs are posted on the <br />Ramsey Blvd. right-of-way, persons are still parking there to look at cars for sale in the <br />Ramsey Auto lot during off-business hours. <br /> <br />Mr. Goodrich replied that the issue of people parking in the road right-of-way is an issue <br />for the police department to address. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adopt <br />Findings of Fact g0262 relating to Mr. Robert Wojcik and Mr. Louis Wojcik's request for <br />a conditional use permit to expand Ramsey Auto Sales. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to approve <br />the request of Mr. Robert Wojcik and Mr. Louis Wojcik for a conditional use permit to <br />expand Ramsey Auto Sales, with said conditional use permit addressing the entire <br />operation of Ramsey Auto Sales, and upon execution thereof, rescinding the conditional <br />use permit issued in 1988. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca and Pearson. <br />Voting No: Councilmembers Peterson and Cich. <br /> <br />Case #9: Request For Site Plan Review Of Landowski Sales (Hayward <br /> Auto Sales); Case of Tom Landowski: <br /> <br />Mr. Banwart reported that Mr. Tom Landowski is requesting site plan approval to construct <br />a 40'x60' concrete block building on Lot 2, Block 2, Alpaca Estates to be used for used car <br />sales. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Peterson to approve <br />Thomas Landowski's/Hayward Auto Sales site plan. <br /> <br />Further Discussion: Mr. Hartley inquired as to the number of display vehicles that will be <br />allowed on the property. Mr. Banwart referred to the City Engineer's report dated August <br />29 which specifies that according to City Code, there is room for 50 display vehicles and 5 <br />customer/employee parking spaces. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #10: Amendment To Off-Sale Liquor License Ordinance: <br /> <br />Mr. Goodrich recalled that the proposed amendment to the off-sale liquor license ordinance <br />was introduced by City Council on September 12, 1989. The proposed ordinance would <br />eliminate the requirement that all off-sale liquor stores be located within the City's urban <br />area. City Staff had recommended adoption of the ordinance amendment in that the City <br />maintains control in that applicants for off-sale liquor licenses need to apply for rezoning if <br />zoning is not appropriate and all applicants are required to go through the site plan review <br />process.
