Voting No: None. <br /> <br />Case #13: Adoption Of Ordinance Amending Provisions Of The Water <br /> And Sewer Utilities Chapter: <br /> <br />Mr. Otto stated that the proposed ordinance defines when municipal sewer is determined to <br />be available in accordance with Metro Council and Metropolitan Waste Control <br />Commission definitions. Council introduced the ordinance on August 22, 1989 and tabled <br />action to adopt it on September 22 directing City Staff to provide information regarding the <br />number of businesses and residences affected by the ordinance. Mr. Otto stated that 26 <br />businesses and 7 residences would be affected by the ordinance; 5 of those business have <br />connected to the services; 2 residences have connected and 6 others are interested in doing <br />so yet this year. Mr. Otto referred to the Council's concern regarding the time frame <br />requirement for connection to services and noted that the City's current ordinance requires <br />hook-up within 2 years of sewer becoming available. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adopt <br />Ordinance #89-25 which amends Section 210.2 Subdivision 3 of the Ramsey City Code; <br />known as the Water and Sewer Utilities Chapter of the City Code. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #14: Safety Status Report Of State Highway #47: <br /> <br />Mr. Hartley noted that the proposed resolution regarding the erection of traffic signals with <br />a pedestrian crossing at Hwy. #47 and Cty. Rd. #116 has been revised to address <br />pedestrian traffic as well. Mr. Hartley noted that a traffic survey has been completed and <br />Mn/DOT did find the statistics sufficient to justify reducing the speed limit up to Cry. Rd. <br />#5 and Hwy. #47; it is expected that in a short period of time, the statistics will support a <br />speed reduction up to 153rd Avenue and Hwy. #47 as well. Mr. Hartley stated that the <br />City has also requested Mn/DOT permission to stripe for a crosswalk and properly sign <br />Hwy. #47 at 142nd Avenue N.W. <br /> <br />Councilmember Cich noted that in addition to 142nd and Hwy. #47, cautionary signing is <br />needed at 153rd and 167th at Hwy. #47. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to adopt <br />Resolution #89-09-266 requesting Mn/DOT and Anoka County to erect traffic signals with <br />pedestrian crossings at the intersection of Hwy. #47 and Cty.
