Council consensus was that the policy regarding usage of the community sign should <br />remain as written with the City having the authority to waive the fee in certain situations. <br /> <br />Case #18: Excess Liability Insurance: <br /> <br />Finance Officer Sandra Ashley stated that the City's Insurance Agent of Record, Michael <br />Hadtrath, recommends dropping the City's excess liability insurance for 2 reasons: 1) The <br />cost is $20,000 per year; 2) The value is questionable. Sandra Ashley explained that if the <br />State statute limiting governmental immunity to $600,000 ceases to exist, judgments could <br />far exceed the City's excess liability insurance of $1,000,000 that the City is paying an <br />additional $20,000 to have. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to not renew the <br />City's Excess Liability coverage for the policy year beginning 10/01/89. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />a) Baseline contaminants <br /> <br />Mr. Hartley stated that there now is on file at City Hall an environmental baseline <br />assessment for dioxins and furans in the vicinity of the Elk River generating station; the <br />geographic area in the report is sufficient to set the contaminant baseline for Ramsey. <br /> <br />b) Report of Environmental Informational Meeting <br /> <br />Councilmember Peterson stated that at the environmental informational meeting, citizens <br />expressed concern that one Tree Inspector is no longer adequate to address the demand for <br />services. One approach suggested was to establish a Tree Board consisting of concerned <br />residents that could focus the issues without consuming a lot of staff and consultant time to <br />bring about effective implementation of tree disease and tree planting controls. <br /> <br />Mayor Reimann requested that Tree Inspector Bruce Bacon provide City Council with a <br />proposal for a Tree Board addressing purpose and membership. <br /> <br />c) City Logo on Water Tower <br /> <br />Mayor Reimann requested that City Staff obtain price quotes to have the City's logo painted <br />on the water tower. <br /> <br />d) Business Appreciation Day <br /> <br />Mr. Hartley noted that October 2, 1989 is Business Appreciation Day in Ramsey. <br /> <br />e) Tour by Metro Council Staff <br /> <br />Mr. Hartley reported that Metro Council staff and representatives did tour Ramsey and <br />reviewed issues Ramsey has been raising with respect to urban and rural development; the <br />City continues to have Metro Council's attention. <br /> <br />City Council/September 26, 1989 <br /> Page 13 of 14 <br /> <br /> <br />
