Further Discussion: Councilmember DeLuca inquired as to the type of national recognition <br />the City will receive if it is presented with a national award at the convention. Claudia <br />Dodge stated that the award winners will make presentations of their programs at the <br />convention and those programs will be written up in the KAB magazine. Mr. Hartley <br />stated that if the City receives a national award, it should get at least one article in the <br />Minneapolis Tribune and possibly some T.V. coverage. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case //9: Report On Civil Defense Sirens: <br /> <br />Mr. Raatikka informed the Council that on October 4, all sirens were found to be <br />operational. City Staff is recommending that final payment be made to Alerting <br />Communicators. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to adopt <br />Resolution #89-10-270 approving final payment to Alerting Communicators in the amount <br />of $1,443.64. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #10: The City Of Ramsey's Purchasing Policy: <br /> <br />Sandra Ashley presented a draft ordinance to establish a purchasing policy that stipulates <br />who is authorized to make purchases and the dollar amounts they are authorized to <br />purchase. The dollar limits can reviewed annually and adopted in resolution form. Sandra <br />Ashley also recommended that the draft ordinance be revised to authorize the Mayor and <br />City Administrator to make emergency purchases that exceed $500. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember DeLuca to introduce <br />Ordinance #89-X establishing a purchasing policy for the City of Ramsey. <br /> <br />Further Discussion: Councilmember DeLuca suggested that it might be more appropriate to <br />implement the proposed purchasing policy on a trial basis prior to adoption of the ordinance <br />to make sure it is a workable system. Sandra Ashley stated that the system proposed in the <br />ordinance has been in use for about 90 days and it is working. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #11: <br /> <br />Approval Of Resolution Receiving Bids And Awarding The <br />Printing Job And Authorizing Postage Expenditure For The <br />Ramsey Resident's Guide: <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Pearson to adopt <br />Resolution #89-10-271 receiving bids and awarding the print job to B&D Printing and <br />authorizing postage expenditure for the mailing of the Ramsey Resident's Guide. <br /> <br />Motion carried.
