Development Manager Lazan stated he agrees with Commissioner Strommen that the case report <br />is written stronger than exists and it is his understanding there was a collaborative effort to put <br />together a Plan and the LRRWMO is not requiring it. <br />Commissioner Ramsey agreed the LRRWMO has good intentions to work with the City and <br />make things happen. However, the challenge is that soon BWSR and other agencies are <br />involved that influence the LRRWMO and its staff. Commissioner Ramsey stated the <br />Stormwater Management Plan needs to be done properly and approved so there is no ambiguity <br />that causes a problem in the future. <br />HRA Executive Director Ulrich stated he thinks this Plan will be needed by next spring and <br />recommended the dollar amount be included in the motion. <br />Motion by Commissioner Ramsey, seconded by Commissioner Wise, to authorize the work <br />necessary to complete the Stormwater Management Plan for The COR at a not to exceed amount <br />of $15,500 and direct the Development Team to submit the Plan for Lower Rum River Water <br />Management Organization (LRRWMO) approval. <br />Motion carried. Voting Yes: Chairperson McGlone, Commissioners Ramsey, Wise, Backous, <br />Elvig, Strommen, and Tossey. Voting No: None. <br />6. DEVELOPMENT TEAM REPORT <br />Development Manager Lazan reported that Flaherty & Collins signed a lease at $18 /square foot <br />with a dentist for the first floor space and submitted a building permit this week. <br />Development Services Manager Gladhill stated he has not yet seen that building permit. <br />Development Manager Lazan stated the purchase agreement with Jeff Wise will be back on the <br />agenda in January and McDonald's continues to work through its due diligence. The COR TWO <br />plat will be filed within two weeks, allowing the City to make application for the grant. He <br />stated a pre - construction meeting is scheduled for North Commons. That marketing package has <br />been freshened and staff will be meeting with brokers over the winter months to get more lots <br />under commitment. <br />HRA Executive Director Ulrich announced the Local Government Officials meeting next <br />Wednesday in Coon Rapids. <br />Commissioner Wise noted the west property line of his property is an eyesore and maybe the <br />EDA will want to discuss screening or a privacy fence to make it more marketable. <br />Commissioner Backous asked if any apartments have been leased. <br />Development Manager Lazan stated there is a long waiting list but they will not do pre - leasing <br />until January. <br />Housing and Redevelopment Authority / November 20, 2012 <br />Page 5 of 6 <br />
