Further Discussion: City Council directed that representatives of RYAA and two persons from the <br />Park and Recreation Commission and two persons from the Planning and Zoning Commission <br />also serve on the sub-committee regarding the issuance of bonds for park purposes. Mayor <br />Reimann stated that there should also be some discussion regarding constructing a community <br />center that would alleviate the crowded staff conditions at City Hall. Mr. Hartley stated that at least <br />one organization, RYAA, has indicated that the bond issue should be restricted to items needed for <br />recreational activities. Bev Swanson of RYAA indicated that in their research they have found that <br />bond issues for recreational activities that include public buildings generally fail. Bev indicated that <br />if the referendum is to include public buildings, RYAA would have to reconsider it's support of the <br />bond issue. Councilmember DeLuca noted that it requires City Staff to maintain those recreational <br />activities and those employees need a place from which to work out of. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Peterson, DeLuca, Cich and <br />Pearson. Voting No: None. <br /> <br />City Council recessed at 9:05 p.m. Mayor Reimann called the regular City Council meeting back <br />to order at 9:17 p.m. <br /> <br />Case #9: SCORE Legislation Review <br /> <br />Mr. Goodrich stated that he has spoken with Barb Johnson of the office of Waste Management and <br />she has indicated that all cities in the Seven County Metro Area must provide the opportunity for <br />curbside recycling to all residents even those in the rural area. Mr. Goodrich stated that he would <br />also like to contact the Attorney General's Office for an interpretation of the SCORE Legislation. <br />Mr. Goodrich stated he will report back to City Council on July 31, 1990 with more information. <br /> <br />Case #10: City-wide Curbside Recycling Program Proposal <br /> <br />Mr. Goodrich noted that the City is obligated to have a curbside recycling program implemented by <br />October 1, 1990. <br /> <br />Mr. Hartley stated that a meeting was held with the licensed garbage haulers in Ramsey and a <br />proposal was submitted regarding each of the individual haulers providing curbside recycling <br />opportunities to their clients and charging for that service along with the regular garbage billing. <br />The overwhelming response was that the haulers were not in favor of that proposal. Since then, <br />City Staff has debated the options of requiring individual haulers to provide curbside recycling to <br />their clients versus a uniform City-wide curbside recycling program provided by the City. If the <br />individual haulers were required to provide their clients with the opportunity for curbside <br />recycling, it would meet the intent of the SCORE Legislation, however, requiring all of the <br />licensed haulers to provide that service would significantly increase truck traffic throughout the <br />City. From the hauler's standpoint they would prefer a City managed program because they feel <br />the City has a better chance to collect the bills for the curbside recycling service. With a uniform <br />recycling program conducted by the City, you would be dealing with one contractor and the City <br />would be giving the same information regarding the opportunities for curbside recycling to all of its <br />residents. However, in such a case, the City would be responsible for billing 4500 clients which <br />will be a considerable cost. Mr. Hartley stated that City Staff is softly recommending that the City <br />proceed with a Curbside Recycling Program offered and managed by the City and that the <br />specifications for same include options for the City or the selected contractor to perform the billing <br />aspect for the service. <br /> <br />Councilmember Cich noted that the SCORE Legislation requires monthly curbside pickup but the <br />proposed specifications for the curbside recycling contract indicates twice a month service. <br /> <br />City Council/July 24, 1990 <br /> Page 10 of 14 <br /> <br /> <br />
