Mr. Hartley replied that the size of the recycling containers purchased and the participation rate <br />achieved with twice a month versus once a month service dictates twice a month pickup of <br />recyclable items. <br />Upon inquiry, Sandra Ashley indicated that basically the City would be looking at the need to hire <br />one person per thousand clients to be able to perform the billing associated with recycling service. <br />Therefore, to provide billing for 4500 residences would require an addition of four persons to <br />staff. Sandra Ashley noted that one advantage to implementing such a billing system is that it will <br />give the City the capability to also bill for City-wide amenities such as street lights. Sandra Ashley <br />stated that it is also very important that the City have the ability to generate new revenue for <br />services provided and she would be interested in reviewing what the haulers would charge for <br />curbside recycling versus what the City would have to bill for that same service. Sandra Ashley <br />stated that in her estimation, the cost of billing for curbside recycling service will be approximately <br />$15.00 to $20.00 per year per resident by the time you add in all the direct and in-direct costs such <br />as equipment and staff. Councilmember Peterson stated that it may be more cost efficient for the <br />City to use funds generated through the Landfill Tipping Fees to pay for the curbside recycling <br />contract rather than staffing and equipping the City to bill for that service. Sandra Ashley stated <br />that she will provide the City Council with a more detailed estimate regarding her projections for <br />the cost to the City to bill for recycling service. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Peterson to adopt Resolution <br />#90-07-221 Approving Plans and Specifications and Ordering Advertisement for Bids for the City- <br />wide Curbside Recycling Program. <br /> <br />Further Discussion: Councilmember Cich stated that he would still like to have more information <br />from the Attorney General's Office regarding whether or not it is mandatory for cities to provide <br />curbside recycling service to even their rural areas. Mr. Goodrich stated that he will seek that <br />information and the City can proceed with the bidding process for the Curbside Recycling Program <br />with the understanding that the contract will be modified depending on the information received <br />from the Attorney General's Office. Councilmember Pearson inquired as to what the <br />consequences would be if the market goes away for any of the recyclable materials. Mr. Hartley <br />replied that the City specs contain no final destination language for the recyclable materials but that <br />they must first stop at a recycling center. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Pearson, Peterson, Cich and <br />DeLuca. Voting No: None. <br /> <br />Case #11: Storm Sewer Improvement Project #90-15; Menkveld's County Park <br /> <br />Mr. Raatikka stated that a feasibility study has been prepared to correct a drainage problem in the <br />vicinity of Menkveld's County Park. The estimated cost to correct the drainage problem is <br />$40,300.00 and it is proposed to finance this project through the Rum River Storm Sewer Taxing <br />District. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adopt Resolution <br />~90-07-222 Receiving the Feasibility Report and Calling for a Public Hearing for Storm Sewer <br />Improvement Project ~90-15 (Menkveld's Country Park). <br /> <br />Further Discussion: It was noted that the public hearing will be scheduled for 7:00 p.m. on <br />October 9, 1990. <br /> <br />Motion carded.
