Voting No: None <br /> <br />Case ~7: Consider Joint Powers Agreement and Use of CDBG Funds <br /> <br />Mr. Hartley stated that the 1989 improvements at River's Bend Park were funded through the use <br />of Community Development Block Grant Funds (CDBG) with specific emphasis on making the <br />park accessible to seniors and handicapped individuals. Due to the County Road gl 16 bridge <br />construction, the access road from the parking lot at River's Bend Park to the County right-of-way <br />was not paved. At this time City Staff is recommending use of CDBG Funds to pave that access <br />road to make it more accessible to the handicapped and senior citizens. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adopt Resolution <br />#90-07-219 Authorizing the Mayor and City Administrator to enter into a joint powers agreement <br />with Anoka County in an amount not to exceed $6,500.00 for paving the access road under the <br />County Road gl 16 Project. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich and <br />Peterson. Voting No: None. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Cich to schedule a public <br />hearing at 7:00 p.m. on August 28, 1990 for the purpose of re-using CDBG revolving loan funds <br />for park improvements at River's Bend Park. <br /> <br />Motion carded. Voting No: None. <br /> <br />Upon inquiry, Mr. Hartley noted that he has been in contact with the County Engineer regarding <br />traffic signals at County Road gl 16 and Highway #47. The County Engineer has indicated that he <br />has received authorization to prepare plans and specifications for temporary traffic signals at that <br />location, however, the City would be responsible for the operation costs of those lights. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Pearson to adopt Resolution <br />#90-07-220 to authorize the Mayor and City Administrator to enter into a joint powers agreement <br />with Anoka County relating to the installation and maintenance of temporary traffic signal at <br />County Road gl 16 and Highway #47. <br /> <br />Motion carded. Voting No: None. <br /> <br />Case #8: Bond Issue for Parks <br /> <br />Mr. Hartley recommended that City Council establish a sub-committee to review the structure and <br />content of what will be included on the proposed bond referendum issue for leisure time facilities <br />in the City of Ramsey. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to appoint Mayor <br />Reimann and Councilmember Pearson to serve as a committee to review the need for a request of <br />authorization to issue bonds for park purposes. <br /> <br />City Council/July 24, 1990 <br /> Page 9 of 14 <br /> <br /> <br />
